The year 2016 has been specifically challenging for the EU. The period of“existential crises”has created momentum to strengthen the EU's CSDP. These challenges created a momentum for the EU to set higher ambitions in the security and defence area. In 2016, the EU revisited its security strategy and published the Global Strategy for European Foreign and Security Policy. Since then, the EU has been presenting new defence initiatives such as PESCO and improving the existing ones to revitalize its defence architecture. In 2022, the EU adopted the Strategic Compass. Albeit the high ambitions of the EU to enhance its own capacities and strategic autonomy in the defence area, partnerships remain crucial for the security of Europe. NATO SecretaryGeneral Jens Stoltenberg believes that the EU cannot protect Europe alone, given the weight and importance of non-EU NATO Allies. As a NATO Ally, Turkey's role in the EU defence structure is worth analyzing. Turkey has been an official candidate country to the EU since the Helsinki Summit of 1999. Her status as Associate Member within the Western European Union gave her rights in the decision-making procedure regarding European security. Since then, Turkey has been contributing to the European defence. However, from 2016 to 2022 Turkey-EU relations have been characterized by ups and downs and the accession negotiations came to a point of standstill. Albeit the challenges, cooperation and dialogue between Turkey and the EU continued during this period. On the defence area, Turkey continued her contributions and participation requests to EU's missions and operations. Lastly, Turkey expressed her interest in the new defence initiatives of the EU by sending an intent letter to join the PESCO project on Military Mobility. The evolution of the CSDP is therefore having an impact on Turkey's relations and cooperation with the EU. This study aims to analyze the new defence mechanisms of the EU since 2016, in which third countries could participate, and given the focus of the Union on strategic autonomy, the paper will analyze whether these initiatives could create a new room for further cooperation with Turkey, a non-EU NATO Ally and a candidate country to the EU.
