Özet
Toplumlar, genellikle çeşitli açılardan tabakalaşmış bir yapıya sahiptirler. İncelenen dönemde Osmanlı toplumunun da ekonomik açıdan homojen bir yapıya sahip olmadığını, kesin olarak sayısını tespit etmemiz mümkün değilse de en azından bir kısmının yoksul olduğu rahatlıkla söylenebilir. XIX. yüzyıl Bursa'sında yoksulların varlığı da bunu açıkça ortaya koymaktadır. Bu çalışmada Bursa'daki yoksullar hakkında Bursa gazetesine yansıyan bilgilere dayalı olarak yoksulluk, yoksullar, yoksulluğun nedenleri ve yoksullukla nasıl mücadele edildiği incelenmiştir. Yoksullarla ilgili toplum ve devlet, eski gelenek ve kurumların yanında yeni çözüm biçimleri ve kurumlar oluşturmuştur. İstanbul'a yakınlığı ve ticarî ayrıcalıkları sebebiyle refah seviyesi yüksek olan bu şehirde özellikle II. Abdülhamid döneminde din ayrımı yapılmadan yoksullar yalnız bırakılmamaya çalışılmıştır. Darülaceze, Dulhane, Islahhâne ve Gureba hastanesi gibi yeni kurumların tesisi bunun en açık kanıtıdır. Bu kurumlar toplumun dezavantajlı kesimine ücretsiz hizmet vermişlerdir. Bu dönemde yoksulların yaşadığı sıkıntılar, onlara yapılan yardımlarla ilgili Bursa gazetesine yansıyan bilgiler araştırmanın ana malzemesini oluşturmuş ve bunlar tahlil edilmiştir.

Societies generally have a stratified structure in various aspects. In the examined period, it can easily be said that the Ottoman society did not have a homogeneous structure economically, although it is not possible to determine the exact number, at least some of them were poor. The existence of the poor in Bursa in the 19th century clearly demonstrates this. In this study, based on the information reflected in Bursa newspaper about the poor in Bursa, poverty, the poor, the causes of poverty and how to fight against poverty were examined. The society and the state have created new solutions and institutions besides the old traditions and institutions related to the poor. Due to its proximity to Istanbul and its commercial privileges, this city, which has a high level of prosperity, especially during the reign of Abdulhamid II, the poor were tried not to be left alone without making any religious discrimination. The establishment of new institutions such as poorhouse, widow's house, industrial schools and Gureba Hospital is the clearest proof of this. These institutions provided free services to the disadvantaged segment of the society. In this period, the problems experienced by the poor and the information reflected in the Bursa newspaper about the aid given to them formed the main material of the research and these were analyzed.
