Özet

Bu çalışmanın amacı, terörist örgütlerle mücadelede kullanılan yöntemlerden biri olan dekapitasyon operasyonlarının, örgütlerin eylemselliğini nasıl ve ne derecede etkilediğini ortaya koymaktır. Bu kapsamda El Kaide terör örgütünün sözde elebaşı Usame bin Ladin, Shining Path terör örgütünün sözde elebaşı Abimael Guzman ve Aum Shinrikyo sözde elebaşı Shoko Asahara'ya yönelik düzenlenen operasyonlar ve bu operasyonlardan sonra örgütlerin eylem şiddetleri, sayıları ve yoğunluğu incelenmiştir. Çalışmanın odak noktasını, örgütlerin operasyon öncesinde ve operasyon sonrasındaki eylemselliklerinin elde edilen verilere göre karşılaştırılması oluşturmaktadır. Bu kapsamda tezin birinci bölümünde liderlik ve liderlikle ilgili kavramsal çerçeve incelenmiştir. Ayrıca konuyla ilgili kavramsal ve kuramsal tartışmalara da değinilmiştir. Bu bölümde liderliğin tarihsel gelişimi irdelenmiş, örgütsel liderlik kavramına değinilmiştir. Buna ilave olarak konunun bir bütün halinde anlaşılabilmesi amacıyla dekapitasyon kavramı açıklanmaya çalışılmıştır. Ayrıca liderlik teorileri de verilerek konunun çerçevesi çizilmiştir. İkinci bölümde ise tezin dayandırıldığı teori olan örgütsel dayanıklılık teorisine yer verilmiştir. Örgütsel dayanıklılık teorisine göre örgütler, dekapitasyon operasyonlarından örgüt yapılarına ve ideolojilerine göre değişken oranlarda etkilenmektedirler. Üçüncü bölümde ise terör ve terörizm kavramları açıklanmaya çalışılmış, tezin kapsamında yer alan El Kaide Shining Path ve Aum Shinrikyo terör örgütlerinin tarihsel gelişimleri, yönetim şekilleri, örgüt yapıları ve ideolojileri açıklanmıştır. Tezin dördüncü bölümünde ise tezde incelenen El Kaide, Shining Path ve Aum Shinrikyo terör örgütlerinin elebaşlarına yönelik dekapitasyon operasyonları ile örgütlerin operasyonlar öncesi ve sonrasındaki eylemsellikleri ortaya konulmuştur. Sonuç bölümünde analiz çerçevesinde ele alınmış olan dekapitasyon operasyonlarının, yukarıda belirtilen değişkenlere göre örgütlerin eylemselliğini nasıl etkilediği örnek olay incelemesi yöntemiyle ortaya konulmuştur. Örnek olay incelemesi sonucunda ele alınan örgütlerden Shining Path ve Aum Shinrikyo terör örgütlerinin dekapitasyon sonrasında etkisizleşerek dağıldığı, El Kaide terör örgütünün eylemselliğinin önemli ölçüde azaldığı belirlenmiştir. Dekapitasyon operasyonlarının örgütlerin eylemselliğini azaltıcı yönde etkilediği sonucuna varılmıştır.

The aim of this study is to reveal how and to what extent decapitation operations, one of the methods used in the fight against terrorist organizations, affect the activism of organizations. In this context, the operations against the so-called ringleader of the Al-Qaeda terrorist organization Osama bin Laden, the so-called ringleader of the Shining Path terrorist organization Abimael Guzman and the so-called ringleader of Aum Shinrikyo Shoko Asahara and the severity, number and intensity of the organizations' actions after these operations were examined. The focus of the study is the comparison of the activities of the organizations before and after the operation according to the data obtained. In this context, in the first part of the thesis, leadership and the conceptual framework related to leadership were examined. In addition, conceptual and theoretical discussions on the subject are also mentioned. In this section, the historical development of leadership is examined and the concept of organizational leadership is mentioned. In addition, the concept of decapitation has been tried to be explained in order to understand the subject as a whole. In addition, the framework of the subject was drawn by giving leadership theories. In the second part, organizational resilience theory, which is the theory on which the thesis is based, is given. According to the organizational resilience theory, organizations are affected by decapitation operations at varying rates according to their organizational structures and ideologies. In the third chapter, the concepts of terrorism and terrorism have been tried to be explained, and the historical developments, management styles, organizational structures and ideologies of Al Qaeda Shining Path and Aum Shinrikyo terrorist organizations, which are within the scope of the thesis, are explained. In the fourth part of the thesis, the decapitation operations against the leaders of the Al Qaeda, Shining Path and Aum Shinrikyo terrorist organizations examined in the thesis and the activities of the organizations before and after the operations are revealed. In the conclusion part, how the decapitation operations, which were discussed within the framework of the analysis, affect the activism of the organizations according to the variables mentioned above, has been revealed by the case study method. As a result of the case study, it was determined that the terrorist organizations Shining Path and Aum Shinrikyo, which were discussed, became ineffective and dispersed after the decapitation, and the effectiveness of the Al Qaeda terrorist organization decreased significantly. It has been concluded that decapitation operations have a decreasing effect on the activism of organizations.
