SUMMARY In this research, within the frame of the new-rightist policies which have became dominant after 1980 in Turkey the transformation period of the electrical energy sector have been studied. I aimed to make a recearch on the effects of the transformation of the state upon the Turkish Electric Company (TEK) which is a state corparation. Therefore, the economical, political, sociological, legal and administrative aspects have been separately researched. Within the economic stage, the financial structure of TEK, the priceziation reform and the possibility of the creation of rivalry in the new structure have been discussed. Within the political aspect, the reflections of the privatiziation in the electrical energy sector on the domestic and policies have been held in the political aspect, In the sociological aspect the policies of employment and the problems of the work' rs have been examined. In legal aspect the frame which have been drawn by tiV; Constitation of 1.982 and the problems have been held. In administrative aspect, Jie transformation of the ETKB, deconstruction of TEK and the expected new formation have been took into account. As a result of this study, it became clear that, the cleaimf which put forward that, the privatization ensuref cheaper, more productuv, more qaulified etc. production of service do not have strong basis. 279
