Özet
Blok zincir teknolojisi, kamu Ar-Ge teşvik sisteminde sayısız uygulama alanı için önemli bir potansiyele sahiptir. Örneğin, konsensüs algoritması Ar-Ge projelerinin değerlendirme sürecini daha demokratik hale getirebilir veya blokların değiştirilemez yapısı, projelerin izlenmesini kolaylaştırabilir. Ayrıca, akıllı sözleşmeler, projelerin uygulanması sırasında ortaya çıkabilecek fikri mülkiyet sorunlarını çözebilir. Firmalar arası işbirliği ve networkler, bilgi paylaşımı ve değişimi için gün geçtikçe önem kazanmaktadır, çünkü bireyler veya firmalar kendi yeteneklerini geliştirmek için dış kaynaklı enformasyon, bilgi, teknik bilgi ve teknolojilere bağımlıdırlar. Bu nedenle, yukarıda sıralanan nedenlerden ötürü networklerin oluşumunun anlaşılması önemlidir. Güven ise network içerisindeki aktörlerin etkileşimi için önem arz etmektedir. Öte yandan, block zincir teknolojisinin bir alt sistemi olan akıllı sözleşmeler, network içerisinde bilgi paylaşımı için iyi bir araçtır. Bu durum güvensiz bir güven ortamı doğurmaktadır. Çünkü, güven sistemdeki herhangi bir aktöre göre değil, blok zincir teknolojisnin getirdiği yeniliklerle sistemin tamamına duyulmaktadır. Bu nedenle, araştırmamızın ikinci bölümüne aşağıdaki sorular eklenebilir: Blok zinciri ağ oluşumunu nasıl etkileyebilir? Yeni ağ türleri ile geleneksel olanları arasındaki farklar nelerdir ve daha önceki sorumuza benzer şekilde: Blok zincir seçimlerimizi nasıl yönlendirebilir? Yukarıdaki tartışmaların ışığında, bu tezin ana soruları şu şekilde sıralanmaktadır: Blok zincir teknolojisi seçimlerimizi nasıl değiştirebilir? ve Seçimlerimiz blok zinciri kullanarak nasıl daha etkili olabilir? Dolayısıyla, bu tezin amacı blok zincir teknolojisinin karar verme üzerindeki etkilerini test etmek ve ağ oluşumundaki engelleri azaltmaktır

Blockchain technology has a remarkable potential for numerous application areas in the public R&D incentives system. For example, a consensus algorithm may make the evaluation process of R&D projects more democratic or the unmalleable nature of blocks may ease monitoring of the projects. Moreover, smart contracts may solve the intellectual property problems that might emerge during implementation of the projects. Inter-firm collaboration and networking are becoming crucial for knowledge sharing and exchange since individuals or firms depend on external sources of information, knowledge, know-how, and technologies in order to be able to enhance their own capability. Thus, in line with the reasons listed above, formation networks are important to understand and it is indicated that trust is a prerequisite for linking actors among the networks. On the other hand, smart contract, a sub-system of the blockchain technology, is a good tool for a peer-to-peer network and this kind of trust is known as trustless trust. This phenomenon is called as trustless trust because the trust is not placed on any single actor in the system but rather on the system itself as a whole thanks to blockchain algorithm. Therefore, the following questions can be included to our research's second part: How can blockchain influence the network formation? What are the differences between new types of network and the traditional ones?, and similar to our question in the first part: How can blockchain manipulate our choices? In the light of the above discussions, it can be concluded that the main questions of this thesis are as follows: How can the blockchain technology manipulate our choices? and How can our choices become more effective by using it? Therefore, the aim of this thesis is to test the effects of the blockchain technology on decision making and to decrease the barriers in the network formation.
