Özet
Dünya üzerinde ülkelerin toplumsal refah ve gelişmişlik düzeylerini belirleyen önemli etmenlerden bir tanesi de eğitimde fırsat eşitliğidir. Verilen eğitim hizmetlerinin kaliteli, sürdürülebilir ve eşit şekilde dağıtılması eğitim politikalarına da yansımaktadır. Günümüzde Covid-19 salgını sebebiyle başta eğitim olmak üzere pek çok ülke yeni düzenlemelere gitti. 12 Mart 2020'de Dünya Sağlık Örgütü'nün (DSÖ) salgın açıklaması ile birlikte Türkiye 16 Mart 2020 tarihi itibari ile uzaktan eğitime geçti. Eğitim Bilişim Ağı (EBA) platformu üzerinden başlayan uzaktan eğitim süreci Milli Eğitim Bakanlığının (MEB) Türkiye Radyo ve Televizyon kurumu (TRT) iş birliği ile ekranlara da yansıdı. TRT EBA ilkokul, ortaokul ve lise düzeyinde 3 kanal açarak buradan da eğitim öğretime devam edildi. Uzaktan eğitim süreci öğretmen ve öğrencilerin deneyimlerinin yansımaları bakımından incelenmeye değer bulunmaktadır. Bu çalışmanın amacı sosyal bilgiler öğretmenleri ve ortaokul öğrencilerinin uzaktan eğitim sürecindeki materyal kullanımı, derse katılım, iletişim, yeterlilik, sosyal bilgiler öğretim süreci, planlama, yöntem-teknik, ölçme ve değerlendirme, erişim ve altyapı konularında deneyimlerini eğitimde fırsat eşitliği temelinde incelemektir. Araştırmada nitel araştırma yöntemlerinden fenomenoloji (olgubilim) deseni kullanılmıştır. Araştırmanın çalışma grubunu Yozgat ili merkez ilçesinde görev yapan 20 sosyal bilgiler öğretmeni ve 30 ortaokul öğrencisi oluşturmaktadır. Sosyal bilgiler öğretmenleri ve ortaokul öğrencilerine görüşme formu uygulanmıştır. Görüşme formları uygulama yapılmadan önce 3 uzman görüşü alınarak düzenlenmiştir. Toplanan veriler içerik analizi yöntemi kullanılarak analiz edilmiş kod ve temalar oluşturulmuştur. Araştırma bulguları doğrultusunda sosyal bilgiler öğretmenleri ve ortaokul öğrencilerinin eğitimde fırsat eşitliğinin uzaktan eğitim sürecine yansımaları konusundaki görüşlerinin çeşitlilik gösterdiği belirlenmiştir. Araştırmaya katılan öğretmen ve öğrencilerin dijital materyallere erişebilme imkanının artırılması, iletişim imkanlarının artırılması, derslerin planlanması esneklik sağlanması, yöntem tekniklerin zenginleştirilmesi, adil ve eşit değerlendirmenin yapılması, teknolojik eksiklilerin giderilmesi, alt yapı imkânlarının artırılması, Eğitim Bilişim Ağının yaygınlaştırılması ve yüz yüze eğitimin daha etkili olduğu konusunda fikir birliğine vardıkları görülmüştür. Materyal desteği ve teknoloji desteği konusundaki yetersizlikler ağırlıklı olarak belirlenmiştir. Sosyal bilgiler öğretmenleri uzaktan eğitim sürecinde derslere katılımın az olduğunu ve devamsızlık oranlarının yüksek olduğunu belirtmişlerdir.

One of the important factors that determine the social welfare and development levels of countries around the world is equal opportunity in education. The quality, sustainable and equal distribution of educational services is also reflected in education policies. Today, due to the Covid-19 epidemic, many countries have made new regulations, especially in education. With the epidemic statement of the World Health Organization (WHO) on March 12, 2020, Turkey switched to distance education as of March 16, 2020. The distance education process, which started on the Education Information Network (EBA) platform, was also reflected on the screens with the cooperation of the Ministry of National Education (MEB) and the Turkish Radio and Television Corporation (TRT). TRT EBA opened 3 channels at the Primary School, Secondary and High School levels and education continued from here. The distance education process is worth examining in terms of the reflections of the experiences of teachers and students. The aim of this study is to examine the experiences of social studies teachers and secondary school students in the distance education process on material use, class participation, communication, proficiency, social studies teaching process, planning, method-technique, measurement and evaluation, access and infrastructure on the basis of equal opportunity in education. The phenomenology pattern, one of the qualitative research methods, was used in the research. The study group of the research consists of 20 social studies teachers and 30 secondary school students working in the central district of Yozgat province. An interview form was applied to social studies teachers and secondary school students. The interview forms were prepared by taking the opinions of 3 experts before the application. The collected data were analyzed using the content analysis method and codes and themes were created. In line with the research findings, it has been determined that the opinions of social studies teachers and secondary school students on the reflection of equal opportunities in education on the distance education process vary. Increasing the opportunity for teachers and students participating in the research to access digital materials, increasing communication opportunities, providing flexibility in planning lessons, enriching method techniques, making fair and equal evaluation, eliminating technological deficiencies, increasing infrastructure opportunities, disseminating the Education Information Network and making face-to-face education more effective. It was observed that they reached a consensus on this issue. Inadequacies in material support and technology support were mainly identified. Social studies teachers stated that class attendance was low and absenteeism rates were high during the distance education process.
