Özet
İnsanların bir arada yaşamaya başlaması ile toplum düzeninin ve güvenliğin sağlanması devletin başta gelen sorumluluklarından biri olmuştur. Devletler kuruldukları bölge ve yaşayış biçimlerini ön planda tutarak kendilerine özgü güvenlik teşkilatları oluşturmuşlardır. Osmanlı Devleti'nde asayiş ve güvenlikten Subaşılar sorumlu iken Yeniçeri Ocağı'nın kurulması ile görevin sorumluluğu yeniçeri ağası ve yeniçerilere devrolmuştur. Fakat devletin gelişen ve değişen mekanizmasına ayak uyduramayan Yeniçeri Ocağı'nın II. Mahmut tarafından kaldırılması ile iç güvenlik için yeni bir sayfa açılmıştır. Daha sonra Asâkir-i Mansûre-i Muhammediye ordusunun kurulması ile bu görev Serasker tarafından yürütülmeye başlanmıştır. Abdülmecid döneminde Tanzimat Fermanı'nın ilanı sonrasında ise asayiş ve güvenlikten sorumlu birimlerin tek çatı altında toplanması ve düzenli bir hâle getirilmesi amacıyla devlet içinde merkezileşme siyasetinin de sonucu olarak iç güvenliğin tesisi için 1840 yılında Zaptiye Teşkilatı kurulmuştur.“Bozok (Yozgat) Zaptiye Teşkilatı”başlıklı çalışmamızda Osmanlı Devleti genelinde Zaptiye Teşkilatı'nın 1840 yılında kuruluşundan 1879 yılında jandarma teşkilatına dönüşümüne kadar geçen süreç ele alınmıştır. Özellikle teşkilatın taşrada kurulması ile Bozok (Yozgat) Zaptiye Teşkilatı faaliyetlerine başlamıştır. Çalışmamızın konusu olan Bozok (Yozgat) Zaptiye Teşkilatı'nda zaptiye istihdamı, teşkilatın yapısı ve faaliyetleri, zaptiyelerin görevleri, maaşları ve emeklilikleri gibi birçok unsur arşiv vesikaları öncelikli olmak üzere bu alandaki literatür kaynakları kullanılarak detaylı şekilde incelenmiştir.

With the coexistence of people, ensuring social order and security has become one of the primary responsibilities of the state. States have created their own security organizations by prioritizing the region in which they were established and their way of life. While the Subaşıs were responsible for public order and security in the Ottoman Empire, with the establishment of the Janissary Corps, the responsibility of the task was transferred to the Janissaries Agha and janissaries. However, with the abolition of the Janissary Corps, which could not keep up with the developing and changing mechanism of the state, by Mahmut II, a new page was opened for internal security. Later, with the establishment of the Asakir-i Mansûre-i Muhammediye army, this duty began to be carried out by Serasker. After the declaration of the Tanzimat Edict during the reign of Abdülmecid, the Zaptiye Organization was established to establish internal security as a result of the centralization policy within the state in order to gather and organize the units responsible for public order and security under a single roof. In our study titled“Bozok (Yozgat) Zaptiye Organization”, the process from the establishment of the Zaptiye Organization in the Ottoman Empire in 1840 to its transformation into the gendarmerie organization in 1879 was discussed. Especially with the establishment of the organization in the provinces, Bozok (Yozgat) Zaptiye Organization started its activities. In the Bozok (Yozgat) Zaptiye Organization, which is the subject of our study, many factors such as the employment of the zaptiye, the structure and activities of the organization, the duties, salaries and retirements of the zaptiyes have been examined in detail by using the literature sources in this field, primarily archival documents.
