Özet
Bu çalışmada neoliberalizme ilişkin farklı değerlendirmelerin incelenmesine yer vermektedir. Michel Foucault, Wendy Brown, Pierre Dardot,Christian Laval ve David Harvey'i odağına alan tüm bu tanımlama çalışmalarını yer yer karşılıklı şekilde ve eleştirel bir biçimde inceledikten sonra neoliberalizmin ne olduğuna ilişkin bir tanımlama verilmeye çalışılmıştır. Ayrıca, çoğunlukla sosyolojik incelemelere veya güncel politik olgulara dayanarak tanımı verilen“neoliberal politik ekonomi”yi yaslandığı felsefi kökenleri ve tarihsel arka planı incelenmiştir. Neoliberalizmin müdahale biçiminde merkezi önem arz eden özel hukuk sisteminin ya da ekonomi anayasasının kurulumu hukuk felsefesi bağlamında değerlendirilmiştir. Bu nedenle tarihsel gelişimi açısından Alman ordoliberalizmi vitalpolitik, ekonomik anayasa, sosyal irene gibi temel kavramlarıyla ele alınmıştır. Avusturya Okulu ve Carl Menger'in sübjektif değer öğretisi ve Hayek ve Friedman örneğinde Amerikan neoliberalizmin temel nitelikleri incelenmiş ve neoliberal özne psikolojik bir analize tabi tutulmuştur. Bu analiz neoliberal öznenin klasik liberalizmin öznesinden ya da Fransız Aydınlanması'nın ideal yurttaş bireyinden farklılıklarına dikkat çekeceği gibi aynı zamanda gösteri ve tüketim toplumu gibi çağdaş incelemelerin“tüketici”özne yorumunun kusurlarına da işaret etmiştir. Dolayısıyla tez, Girişimcileşmesi ve küçük bir şirket gibi eylemesi beklenen neoliberal öznenin tutum ve davranışlarının neoliberal politik ekonominin yönetim mekanizmalarından, kültürel ve ideolojik formasyonundan bağımsız ele alınamayacağı üzerine odaklanmıştır. Ana hedef bir ideoloji ve söylem olarak neoliberalizmin felsefi ve tarihsel soy kütüğünü ortaya koymaktır.

This study analyses different evaluations of neoliberalism. After analysing all these definitions, focusing on Michel Foucault, Wendy Brown, Pierre Dardot, Christian Laval and David Harvey, in a critical and sometimes reciprocal manner, an attempt is made to give a definition of what neoliberalism is. In addition, the philosophical origins and historical background of 'neoliberal political economy', which is mostly defined on the basis of sociological studies or current political phenomena, are examined. The establishment of a private law system or economic constitution, which is of central importance in the form of neoliberalism's intervention, has been evaluated in the context of legal philosophy. Therefore, in terms of its historical development, German Ordoliberalism is analysed with its basic concepts such as vitalpolitik, economic constitution and social irene. The Austrian School and Carl Menger's doctrine of subjective value and the basic characteristics of American neoliberalism in the case of Hayek and Friedman have been examined and the neoliberal subject has been subjected to a psychological analysis. This analysis pointed out the differences of the neoliberal subject from the subject of classical liberalism or the ideal citizen of the French Enlightenment, as well as the flaws of the 'consumer' subject interpretation of contemporary studies such as the society of spectacle and consumption. Therefore, the thesis focuses on the fact that the attitudes and behaviours of the neoliberal subject, who is expected to become entrepreneurial and act like a small company, cannot be dealt with independently from the management mechanisms, cultural and ideological formation of the neoliberal political economy. The main objective is to present the philosophical and historical genealogy of neoliberalism as an ideology and discourse.
