Özet
Bu çalışma, Kocaeli Entegre Sağlık Kampüsü'nün açılışının bölgedeki trafik ve emlak değerleri üzerindeki etkisini incelemektedir. 3 Nisan 2023'te hizmete giren kampüsün, bölgedeki kiralık konut fiyatları ve trafik yoğunluğuna etkisi, çeşitli faktörler göz önünde bulundurularak analiz edilmiştir. Çalışmanın ilk aşamasında, kampüsün açılışının bölgedeki kiralık konut fiyatlarına etkisi, hedonik fiyat modeli kullanılarak değerlendirilmiştir. Bu model, konut fiyatlarını etkileyen konum, büyüklük, yaş gibi çeşitli faktörleri kontrol ederek, kampüsün açılışının fiyatlar üzerindeki net etkisini belirlemeyi amaçlar. Sonuçlar, kampüsün açılışının ardından kiralık konut fiyatlarında istatistiksel olarak anlamlı bir artış olduğunu göstermektedir. Ancak, konutların kampüse yakınlık durumunun fiyatlar üzerinde istatistiksel olarak anlamlı bir etkisi olmadığı belirlenmiştir. Bu durum, İzmit'in kompakt kent yapısı ve bunun getirisi olarak her noktadan erişim kolaylığı ile kampüs açıldıktan sonra toplu taşıma altyapısının hızlıca güçlendirilmesi ile açıklanmıştır. Çalışmanın diğer aşamasında ise, kampüsün bölgedeki trafik yoğunluğuna etkisi incelenmiştir. Bu incelemede, kampüsün açılışından önceki ve sonraki dönemlerdeki trafik verisi karşılaştırılmış ve kampüsün trafik yoğunluğuna etkisi istatistiksel olarak test edilmiştir. Sonuçlar, kampüsün açılışının bölgedeki trafik yoğunluğunu önemli ölçüde artırdığını göstermektedir. Özellikle, Otogar yönünden kampüse gelen araç trafiğinde gözlemlenen 3,6 katlık artış, kampüsün bölge trafiği üzerindeki etkisinin büyüklüğünü açıkça göstermektedir. Bu durum, büyük ölçekli projelerin çevrelerindeki ulaşım altyapısı üzerindeki baskıyı artırabileceğini ve bu nedenle trafik yönetiminin önemini bir kez daha vurgulamaktadır.

This study examines the impacts of the opening of Kocaeli Integrated Health Campus on regional traffic and real estate values. The effects of the campus, which opened on April 3, 2023, on rental housing prices and traffic density in the region were analyzed, taking into account various factors. In the first stage of the study, the impact of the opening of the campus on rental housing prices in the region was evaluated using the hedonic price model. This model aims to determine the net effect of the opening of the campus on prices by controlling various factors affecting housing prices, such as location, size, and age. The results show that after the campus opened, there was a statistically significant increase in rental housing prices. However, it was determined that the proximity of the houses to the campus did not have a statistically significant effect on prices. This situation has been explained by İzmit's compact urban structure, which allows easy access from every point, and the rapid strengthening of the public transportation infrastructure after the campus was opened. At the next stage of the study, the effect of the campus on traffic density in the region was examined. In this examine, traffic data from the periods before and after the opening of the campus were compared, and the effect of the campus on traffic density was statistically tested. The results show that the opening of the campus significantly increased traffic density in the region. In particular, the 3.6-fold increase observed in vehicle traffic coming to the campus from the coach station direction clearly shows the magnitude of the impact of the campus on regional traffic. This situation underlines once again the importance of traffic management, as large-scale projects can increase the pressure on the transportation infrastructure in their surroundings.
