Özet

Özel gereksinimli bir bireyin ebeveyni olmak beraberinde çeşitli zorlukları getirmektedir. Rehberlik ve Araştırma Merkezleri (RAM), resmi tanı almış ya da gelişimsel risk olduğu düşünülen bireyler ve bu bireylerin ailelerine destek sağlayan kurumlardır. RAM'lar bünyesinde yer alan PDR Bölümlerinin, sorumluluk bölgesindeki rehberlik ve psikolojik danışmanlık hizmetlerinin koordineli bir şekilde yürütülmesi, psikososyal destek, bireysel ve grupla psikolojik danışma ve araştırma-geliştirme hizmet alanları kapsamında çeşitli görevleri bulunmaktadır (MEB, 2020). Özel gereksinimli bireyler ve ailelerinin ise genellikle Özel Eğitim Bölümlerinden hizmet aldıkları bilinmektedir. Ne var ki, bu kitlenin psikolojik gereksinimlerinin dikkate alınması ve ilgili hizmetlerin PDR Bölümlerinde sağlanması ve bu hizmetlerin aile bireylerinin psikolojik gereksinimlerini ne düzeyde karşıladığının da belirlenmesi gerekmektedir. Bunun yanında PDR Bölümü çalışanlarının da söz konusu desteği vermeye ilişkin yetkinlik ve olanaklarının da ortaya konması esastır. Dolayısıyla bu araştırmada özel gereksinimli birey anne babalarının ve psikolojik danışmanların gözünden, RAM PDR Bölümü hizmetleri kapsamında özel gereksinimli birey anne babalarının psikolojik gereksinimleri ile bunların RAM PDR Bölümleri tarafından karşılanma düzeyi incelenmiştir. Bu amaç doğrultusunda katılımcıların görüşlerine başvurulmuş, bu görüşlerin derinlemesine incelenmesi gereğinden yola çıkılarak araştırmada niteliksel araştırma yöntemlerinden temel (betimsel) nitel araştırma deseni benimsenmiştir. Araştırmanın katılımcıları, 2024 yılında İstanbul ilinde bulunan bir RAM'dan eğitsel değerlendirme hizmeti alan 15 özel gereksinimli birey ebeveyni ile İstanbul ilinde bulunan iki RAM'da görev yapan 15 psikolojik danışmandan oluşmaktadır. Veriler araştırmacı ve danışmanı tarafından oluşturulan Demografik Bilgi Formu (Ebeveyn ve Psikolojik Danışman verisyonları), Görüşme Formu (Ebeveyn ve Psikolojik Danışman versiyonları) ve araştırmacı tarafından süreçte tutulan Araştırmacı Günlüğü aracılığıyla toplanmıştır. Görüşme Formları, katılımcılarla gerçekleştirilen yarı-yapılandırılmış görüşmeler sırasında kullanılmıştır. Veriler iki katılımcı grup için tümevarımsal içerik analizine tabi tutulmuş, iki grup veriden beşer tema elde edilmiştir. Psikolojik danışmanlardan elde edilen bulgular, özel eğitim bölümünden rehberlik bölümüne psikolojik destek gereksinimi için velilerin yönlendirildiği, yapılan yönlendirmelerin gerekli olduğu, yönlendirme dışında velilerin bireysel başvurularının nadiren olduğu, velilerle çoğunlukla sürekliliğin sağlanamadığı tek oturumluk rehberlik ve müşavirlik çalışmaları yapıldığı, velilerin çeşitli nedenlerle (ulaşım, zaman kısıtlılığı, çocuklarını bırakacak kimsenin olmaması) sürece devamlılık sağlayamadıkları şeklindedir. Psikolojik danışmanların, özel gereksinimli birey anne babalarının psikolojik destek gereksinimlerinin karşılanmasına yönelik mesleki yeterlik algılarının orta/geliştirilebilir düzeyde olduğu belirlenmiştir. Psikolojik danışmanların süreci iyileştirmeye yönelik önerileri ise, uygulamaya dönük hizmet içi eğitimler verilmesi, fiziksel koşulların iyileştirilmesi, süpervizyon desteği sağlanması, psikolojik danışmanların kişisel mesleki yeterliliğin artırılması, rehberlik bölümünün tanıtımının yapılması şeklindedir. Anne babalardan elde edilen bulgular, anne babaların duygusal ve maddi güçlükler yaşadıkları, çevreden kabul göremedikleri ve tanılama sürecinde güçlükler yaşadıkları şeklindedir. Hiçbir katılımcıının süreç boyunca RAM Rehberlik Bölümüne yönlendirilmediği ve RAM'dan psikolojik destek alınabildiğine dair bilgilerinin olmadığı görülmüştür. Anne babaların ulaşım, zaman kısıtlılığı, faydalı olacağına inanmama gibi sebeplerden RAM'dan psikolojik destek almak istemedikleri; güvenilir bir devlet kurumu olması, özel eğitim alanında bilgi sahibi olması ve ücretsiz olması sebebiyle RAM'dan psikolojik destek almak istedikleri bulunmuştur. Anne baba katılımcı grubunun psikolojik destek gereksinimlerinin karşılanmasına yönelik önerileri arasında düzenli aralıklarla görüşme ve izleme çalışmalarının yapılması, ailelerin bilgilendirilmesi, özel gereksinimli çocuğu olan velilerin psikolojik destek almasının zorunlu tutulması, ulaşım desteği sağlanması, RAM'da psikolojik destek verildiğine yönelik ailelerin bilgilendirilmesi şeklindedir. Bu sonuçlar doğrultusunda özel gereksinimli birey anne babalarının psikolojik destek gereksinimleri ve RAM'da kendilerine sunulabilecek destekler tartışılmış ve öneriler sunulmuştur.

Being a parent of an individual with special needs brings with it various challenges. Guidance and Research Centers (RAM) are institutions that provide support to individuals who have received an official diagnosis or are considered to be at developmental risk and their families. The PDR Departments within the RAM have various duties within the scope of coordinated guidance and psychological counseling services in the area of responsibility, psychosocial support, individual and group psychological counseling, and research and development service areas (MEB, 2020). It is known that individuals with special needs and their families generally receive services from Special Education Departments. However, it is necessary to take into account the psychological needs of this population and to provide the relevant services in the PDR Departments and to determine to what extent these services meet the psychological needs of family members. In addition, it is also essential to reveal the competencies and opportunities of the employees of the PDR Department to provide such support. Therefore, this study examined the psychological needs of the parents of individuals with special needs and the level of meeting these needs by RAM PDR Departments within the scope of RAM PDR Department services from the perspective of the parents of individuals with special needs and psychological counselors. In line with this purpose, the views of the participants were consulted, and based on the need to examine these views in depth, the basic (descriptive) qualitative research design, one of the qualitative research methods, was adopted in the study. The participants of the study consisted of 15 parents of individuals with special needs who received educational evaluation services from a RAM in Istanbul in 2024 and 15 psychological counselors working in two RAM in Istanbul. The data were collected through the Demographic Information Form (Parent and Counselor versions), Interview Form (Parent and Counselor versions) and the Researcher's Diary kept by the researcher and the counselor during the process. The Interview Forms were used during the semi-structured interviews with the participants. The data were subjected to inductive content analysis for the two participant groups, and five themes were obtained from the two groups of data. The findings obtained from the psychological counselors were that parents were referred to the guidance department from the special education department for psychological support needs, that the referrals made were necessary, that individual applications of parents were rarely made, that single-session guidance and counseling activities were carried out with parents, and that parents could not provide continuity in the process for various reasons (transportation, time constraints, lack of anyone to leave their children). It was determined that psychological counselors' perceptions of professional competence to meet the psychological support needs of parents of individuals with special needs were at a medium/improvable level. The suggestions of psychological counselors for improving the process are as follows: providing practical in-service trainings, improving physical conditions, providing supervision support, increasing the personal professional competence of psychological counselors, and promoting the guidance department. The findings obtained from the parents indicate that they experienced emotional and financial difficulties, lack of acceptance from the environment, and difficulties in the diagnostic process. It was observed that none of the participants were referred to the RAM Guidance Department during the process and they were not aware that they could receive psychological support from RAM. It was found that parents did not want to receive psychological support from RAM due to reasons such as transportation, time limitation, and not believing that it would be beneficial; they wanted to receive psychological support from RAM because it is a reliable state institution, has knowledge in the field of special education, and is free of charge. Among the suggestions of the parent participant group for meeting the psychological support needs of the psychological support needs, it was found that regular interviews and monitoring studies should be conducted, families should be informed, it should be mandatory for parents with children with special needs to receive psychological support, transportation support should be provided, and families should be informed that psychological support is provided at RAM. In line with these results, the psychological support needs of the parents of individuals with special needs and the support that can be provided to them in RAM were discussed and recommendations were presented.
