This research aims to understand how the relationship between the Republic of Turkey and the Russian Federation evolved by focusing on their stand during the conflict in Idlib 2019-2020. The unpredictable relationship between Turkey and Russia that has arisen in recent years is developing a case study to investigate the transition. By analysing the important factors that shape the relationship between the two states, this study will try to explain to what extent neoclassical realism is able to explain the increased cooperation in their relations, by examining their relationship before and during the events that happened in the Syrian province Idlib in 2019-2020. The relationship between the two states is ranged between cooperation and competition or conflict, which affects the political, economic and military relations between Ankara and Moscow. This research will use neoclassical realism as its theoretical framework to analyse the different outcomes of the relationship between Turkey and Russia, based on a Turkish foreign policy analysis. The aim of this thesis is to analyse the continuously transforming Turkish-Russian relations, to understand the main reasoning for their policies regarding the events in Idlib and to provide and explanation for the changing nature of their relations. The thesis argues that nor Neoclassical Realism, nor the power dynamics between the two states, the (economic) interdependence, nor the relationship between the two leader president Erdogan and president Putin can fully explain the changing nature of the Turkish-Russian bilateral relations focusing on the Idlib crisis. Change is a continuous development that is motivated by different internal and external dynamics.
