Özet
153 ÖZET Bir millete şahsiyetini veren, diğer milletlerle arasındaki farkı tespite ya rayan, tarihin seyri içerisinde teşekkül etmiş, kendine has maddî ve manevî varlık ve değerlerin ahenkli bütünü olarak ifade edilen kültür, fikirler, normlar ve maddî unsurlardan oluşmaktadır. Sosyal yapı ise; sosyal hayatta irili ufaklı binlerce bütünlüklerden her biri ve bu yapıların oluşturduğu bütündür. Toplumların sosyo-kültürel yapılarında zaman içinde çeşitli değişimler ve gelişmeler gözlenir. Zamana yayılmış bu tür değişimler her toplumda meydana gelir ve sosyolojik açıdan normal kabul edilir. Ancak, sosyo-kültürel yapıda meydana gelen öyle değişimler de vardır ki; kısa zaman sürecinde önemli farklılaşmalara neden olur. Bu tür değişimler genellikle ya yöneticilerin otoriteleriyle ortaya çıkar, ya da başka toplumların manevî tahakkümlerinin bir tezahürü olarak meydana gelir. İşte kısa bir zaman sürecinde yaşanan bu anî ve büyük değişimlerin, toplumun genel sosyo-kültürel yapısında bir sarsıntıya sebep olacağı söylenebilir. Anî yaşanan bu değişime toplumun bir kesimi kolayca uyum sağlayabi lirken, başka bir kesim değişimin karşısında kalarak tepki gösterir. Bu durum halk arasında ayrışmalara, bölünmelere, fikir ve yaşam çatışmalarına neden olur. Toplumda meydana gelen bu ayrılıkların boyutu, toplum huzurunu ve barışını tehdit edebilecek boyutlara gelebilir. Böyle bir sonuç ise; hem toplum için, hem de toplumu yönetenler için endişe kaynağı olur. Bu sonuca maruz kalmamak için, yöneticilerin bir takım tedbirler alması ve sosyo-kültürel değişimin hızını ve sınırlarını kontrol altında tutması gerekir. Sosyo-kültürel değişime etken olan bir çok faktör olduğu bilinmekle bir likte, bu çalışmamızda; diğer parametreler mümkün olduğunca nötr kabul edilerek, turizmin etkisi gözler önüne serilmeye çalışılmıştır. Çalışma sonu cunda görülmüştür ki; turizm, toplumun sosyo-kültürel yapısını önemli ölçüde154 etkilemektedir. Bu etkilenmenin boyutu ve süreci açısından değerlendirme yapıldığında, turistik yörelerle turistik olmayan yöreler arasındaki yaşam ve düşünce farklılıklarının dikkat çekici boyutlara ulaştığı gözlenmektedir. Değişimin kontrol altında tutulmasının şartı, elbette ki turizmden vaz geçmek, turizm olayını dışlamak değildir. Kontrol edilmesi gereken, turizmin varlığı ile birlikte, etkilerinin kontrolüdür. Çalışmada ulaşılan bu sonuç, özellikle yöneticiler açısından, turizmin etkilerinin açıkça ortaya konularak, hem turizmin faydalarına sahip olmak, hem de sosyo-kültürel yapının anî ve aşırı değişimlerden korunmasını sağlamak yönündeki çalışmalara ışık tut maktır. Çünkü sosyo-kültürel yapısına sahip çıkan toplumlar, hem turizmin kültürel boyutundan en üst düzeyde istifade edebilecek, hem de toplum içerisinde meydana gelebilecek farklı sosyo-kültürel yapıların birbirleriyle çatışmaması ve toplumsal barış içerisinde yaşaması sağlanabilecektir.

155 ABSTRACT Culture, that gives a nation its identity, that determines its difference with the other nations, that exists in the life of history, and that is expressed as the harmonious unity of its unique material and spiritual existence and values, is comprised of ideas, norms and material elements. Social structure, on the other hand, is both each of those thousands of unities within the social life and also the unity comprised of these structures. Socio-cultural structures of societies experience various developments and changes in time. These kinds of changes within a time period have existed in every society and are considered normal sociologically. However, there are such changes came into being in socio-cultural structure that cause important differentiations in a short period of time. These changes are either experienced through authority of the managers or come into being as a result of spiritual initiatives of other societies. Thus, it can be said that these sudden and big changes experienced in a short period of time may result in a concussion in the socio-cultural structure of the society. While part of the society can harmonize with this sudden change, the other part of the society give a sudden response as a reaction to this change. This situation leads to separation, opinion and life conflicts among the society. The dimension of this kind of separation in the society may reach to a level that shall threaten the welfare and the stability of the society together with the peace. And this result shall be a social problem for the both society and for the persons who govern the society. In order not to be subjected to this problem, it is required that the governors shall take the necessary measures and shall control the impetus and the limitations of this alteration. Although it is well known that there are many factors resulting in socio- cultural change in the society; in this research hereby, the other parameters156 have been regarded as neuter and the effect of the tourism concept on this change has been given priority. As a conclusion of this research hereby, it has been observed that tourism has a great effect on the socio-cultural structure of the society. Having evaluated of the dimension and the process of this effect, it has been observed that the difference regarding the life and opinion dimension between the touristic and non-touristic places has reached to an attentive and important level. The solution necessary for the control of this change, however, is neither to abandon nor to alignate the tourism concept. In this context, what more important is to control both the existence of the tourism and the effects of the tourism. This conclusion enlightens the researches carried out both to reveal the effects of the tourism explicitly; to obtain the incomes of the tourism and to ensure the socio-cultural structure of the society prevented from the sudden and excessive changes. Because, the societies giving priority into its socio-cultural structure shall be able both to utilize the cultural aspect of the tourism at utmost level and to ensure that different socio-culture structures that may occur within the society shall not conflicted with each other and live together in a social peace and welfare.
