Özet
Sokaklar, yalnızca kentin fiziksel bağlantılarını sağlayan boşluklar değil, aynı zamanda kent yaşamının toplumsal, kültürel ve ekolojik dokusunu şekillendiren önemli mekânlardır. Bu tez, sokakların toplumsal mekân olarak nasıl üretildiğini ve bu süreçte ortaya çıkan sorunları ele alarak, daha kapsayıcı, sürdürülebilir ve iş birliğine dayalı üretim modellerine dair bir çerçeve sunmayı amaçlamaktadır. Çalışma, sokakların kent içindeki hareketlilik, ekolojik denge, kentin imajı, yaşam kalitesi ve toplumsal bütünleşme üzerindeki rolünü kapsamlı bir şekilde değerlendirmektedir. Kent mekânlarının toplumsal üretim süreci, Lefebvre'in (1974) yaklaşımıyla tasarlanan, algılanan ve yaşanan mekân diyalektiği üzerinden incelenmiştir. Sokakların yalnızca ulaşım koridorları olarak değil, aynı zamanda kentlinin günlük yaşamını anlamlandırdığı ve toplumsal etkileşimlerin gerçekleştiği kamusal alanlar olarak değerlendirilmesi önemlidir. Ancak, özellikle otomobil odaklı üretim süreçleri, sokakların bu işlevlerini geri plana iterek, kentlerin iyilik halini tehdit eden kısır döngüler yaratmaktadır. Bu bağlamda,“güç birliği”ve“iş birliği”tanımlamaları ışığında, sokak üretim süreçlerinin olumlu ve olumsuz yönleri tartışılmıştır. Tartışmalarda, küresel bağlamda sokakların yeniden üretimine dair uluslararası kuruluşların çalışmaları ve farklı şehirlerde uygulanan tasarım yaklaşımları ele alınmıştır. Sokak tasarım rehberleri ve sakinlerin katılımıyla gerçekleştirilen projeler,“iş birliği”ne dayalı üretim süreçlerinin önemini gözler önüne sermektedir. İstanbul özelinde ise, sokak üretim sürecinin tarihsel ve güncel durumu kapsamlı bir şekilde incelendiğinde; sokakların mekânsal ve toplumsal hizmetlerinin, kentin geçmişten günümüze geçirdiği dönüşümler aracılığıyla şekillendiğini ortaya koymaktadır. Özellikle siyasetin gündeminde olan yol yapma söylemi, İstanbul sokaklarında“güç birliği”ile otomobil odaklı bir üretime sebep olarak, toplumsal mekân algısını tüm dünyada olduğu gibi olumsuz etkilemiştir. Buna karşılık, yerel yönetimlerin son yıllarda yürüttüğü trafiksizleştirme çalışmaları olarak; sürdürülebilir ulaşım planları ve sokak yenileme projeleri gibi girişimlerinin etkileri ve uygulamaya geçirilme boyutları incelenmiştir. İstanbul Büyükşehir Belediyesi ve ilçe belediyelerinin faaliyet raporlarından elde edilen veriler ışığında, kentin sokak üretimi analiz edilerek örnek çalışma alanları üzerinden analizler ve değerlendirmeler yapılmıştır. Sonuç olarak sokakların daha sürdürülebilir, toplumsal ve kapsayıcı bir yapıya kavuşturulabilmesi için bu tez, uluslararası yaklaşımlar ile yerel dinamikler arasında bir köprü kurmayı hedeflemiş ve bu bağlamda Covid-19 pandemisi sonrası İstanbul'da güncel olarak yenilenen sokakların değerlendirilmesine odaklanmıştır. Küresel alandaki başarılı uygulamalardan da ilham alarak, İstanbul'daki sokak üretim süreçleri için kentin iyilik haline katkıda bulunacak öneriler geliştirmiştir. Kentsel iyilik halinin sağlanması için, sokakların işlevsel ve toplumsal boyutlarının bütüncül bir perspektifle ele alınması gerekmektedir. Tasarlanan mekânın sakinlerin katılımı ve evrensel ihtiyaçları karşılayacak şekilde kurgulanması, tasarlanandan algılanana geçilirken işçilik ve malzeme niteliklerinin arttırılması ve yaşanan mekânın sakinler tarafından keyifli ama aynı zamanda da bilinçli kullanılması gerektiği çıkarımı yapılmıştır. Ancak, bu potansiyelin hayata geçirilmesi yalnızca fiziksel düzenlemelerle sınırlı kalmamalı; İstanbul'un sokaklarını daha yaşanabilir hale getirmek için kullanıcı alışkanlıklarını dönüştürecek bilinçlendirme çalışmaları ve kampanyaları, katılımcı süreçler ve düzenli bakım uygulamalarıyla desteklenmeli, kentlinin çevresiyle kuracağı bağ güçlenmelidir. İstanbul'un kozmopolit yapısı ve tarihsel birikimi, sokakların yeniden üretim süreçlerinde eşsiz bir potansiyel sunmaktadır. Bu tezin bulguları, iş birliği ve sürdürülebilirlik ilkeleri doğrultusunda benimsenen bütüncül bir yaklaşımın, İstanbul sokaklarının kentsel yaşamda hak ettiği iyilik haline ulaşmasını mümkün kılacağını göstermektedir.

Streets are not merely physical connections within a city but fundamental spaces that shape the social, cultural, and ecological fabric of urban life. This thesis explores the production of streets as social spaces and critically examines the challenges and opportunities inherent in these processes. By emphasizing sustainable, inclusive, and decentralized collaboration models, the study provides a comprehensive framework for reimagining streets as essential components of urban well-being. The research investigates the role of streets in urban mobility, ecological balance, city identity, quality of life, and social cohesion, highlighting their multifaceted significance. The theoretical foundation of the thesis is built upon Lefebvre's (1974) triad of conceived, perceived, and lived space, which underscores the dynamic and interrelated nature of street production. Streets are presented not merely as corridors for transportation but as public spaces where everyday life unfolds, fostering social interactions and shared experiences. However, car-centric production processes, often influenced by a concentration of power, marginalize these functions and perpetuate cycles that undermine urban sustainability and well-being. By contrast, decentralized collaboration approaches are proposed as solutions to empower community participation and prioritize human-centered design principles. In the global context, the study examines a range of initiatives by international organizations, urban planners, and grassroots movements. Reports by the European Commission and UN-Habitat, alongside innovative models such as Project for Public Spaces (PPS), Complete Streets, and the 15-Minute City concept, are analyzed to identify best practices in street design and governance. Furthermore, street design guidelines from cities like Amsterdam, Barcelona, and New York are reviewed to illustrate how localized strategies, informed by global expertise, can foster sustainable urban development. Community-driven movements like Park(ing) Day and Open Streets Project demonstrate the transformative potential of grassroots participation in reclaiming streets as vibrant social spaces. The thesis shifts its focus to Istanbul to provide a detailed examination of the city's historical and contemporary street production dynamics. Istanbul's streets have undergone significant transformations shaped by historical events, political agendas, and urbanization pressures. The entrenched“road-building”discourse, driven by a concentration of power, has prioritized car-oriented infrastructure, often at the expense of streets' social and cultural functions. These developments have led to the erosion of streets as communal spaces, reducing their capacity to support social interactions and urban well-being. Nevertheless, recent efforts by local governments, including pedestrianization initiatives, sustainable mobility plans, and street renewal projects, represent a shift towards more inclusive and sustainable approaches. This thesis evaluates these interventions, examining their implementation processes and outcomes through analyses of activity reports from the Istanbul Metropolitan Municipality (IMM) and district municipalities. Moreover, the thesis highlights specific case studies to illustrate the broader implications of street production practices in Istanbul. These case studies shed light on the interplay between centralized decision-making and community-driven initiatives, offering valuable insights into the potential for integrating decentralized collaboration models into local governance frameworks. Istanbul's streets, with their multi-layered historical and cultural fabric, have undergone a complex and dynamic transformation between designed, perceived, and lived spaces. Observations from this study reveal that the designed spaces, shaped by policies of central authorities and local municipalities, have often prioritized automobile-centric approaches under the influence of the“road construction”discourse. This approach has significantly diminished the streets' function as public and social spaces. The physical dimensions of designed spaces directly affect perceived spaces, often leading to adverse transformations. For instance, wide vehicle lanes and narrow sidewalks hinder pedestrians from perceiving streets as social spaces while reinforcing a car-oriented perspective. Perceived spaces reflect the functionality offered by the physical street environment. Despite recent traffic-calming and pedestrianization initiatives in Istanbul, the dominance of automobile spaces continues in many areas, challenging the perception of streets as safe and comfortable public realms conducive to social interactions. It has been observed that negative experiences in perceived spaces often revert back to the designed spaces, with physical interventions implemented without incorporating user feedback, resulting in insufficient long-term solutions. Measures like physical barriers to prevent vehicles from encroaching on sidewalks are often ineffective due to unnecessarily wide or undefined vehicle lanes. Lived spaces illustrate the social utilization of streets and their integration into daily life. This study found that current production processes in Istanbul heavily rely on car usage and individual mobility habits. Non-compliance with traffic rules, such as parking on sidewalks or occupying spaces indiscriminately, further weakens the perception of streets as social spaces. This phenomenon has negatively impacted the residents' relationship with streets, which are now seen merely as thoroughfares or parking areas rather than as vibrant social spaces. Such dynamics not only reduce social interactions but also erode the streets' dynamic role within the urban fabric. The study identifies that past production processes were dominated by a“concentration of power”approach, creating centralized control mechanisms that neglected user needs and primarily focused on transport-oriented designs. While recent years have seen the emergence of collaboration-based approaches, these efforts remain insufficient in addressing ongoing issues. Pedestrianization efforts and street renewal projects often fail to achieve lasting impacts due to a lack of consistent monitoring and maintenance. Transitioning from a centralized to a collaborative model requires not only the inclusion of users but also the alignment of public institutions, designers, and communities under a shared vision—a goal yet to be fully realized in Istanbul. For Istanbul's streets to effectively contribute to urban well-being, the following aspects must be prioritized: • Urban mobility: Efforts should focus on creating pedestrian-prioritized and bicycle-friendly areas, encouraging public transport, and ensuring safety, particularly for vulnerable groups. Awareness campaigns and community-driven projects are essential to shift mobility habits. • Urban ecology: Green and blue infrastructure must be integrated into streets, using low-water-demand plants and addressing urban heat island effects through climate-resilient designs. • Urban identity: Street designs should reflect Istanbul's rich cultural heritage while addressing modern needs. Quality craftsmanship and locally sourced materials should be prioritized to enhance the city's readability and aesthetic coherence. • Urban life: Streets must be transformed into public spaces that foster community interactions and social cohesion. Inclusive design and localized activities, such as events and workshops, should be supported to strengthen community ties. Small businesses should be encouraged through accessible and appealing street designs, ensuring the integration of economic and social functions. Ultimately, this study emphasizes the need to learn from past mistakes in Istanbul's street production processes and establish a balance between global approaches and local dynamics. Stronger connections between the designed, perceived, and lived dimensions of streets are essential to achieving sustainable urban well-being. Istanbul's cosmopolitan structure and historical wealth provide a unique foundation for this transformation, but realizing its potential requires widespread adoption of collaborative and participatory processes by all stakeholders.
