Özet
Çalışmada, Türkiye ekonomisindeki küreselleşme eğilimi ve teknolojik gelişmişliğin istihdamı kapsayıcı etkisinin sektörel istihdam oranları üzerinden zaman serisi analizi aracığıyla incelenmesi amaçlanmaktadır. Bu amaç doğrultusunda, KOF küreselleşme endeksi, AR-GE harcamaları ve ekonomik büyümenin tarım, sanayi ve hizmet sektörü istihdamı üzerindeki etkisi 1991-2021 dönemi yıllık verileri aracılığıyla üç ayrı ARDL modeli kullanılarak incelenmiştir. Elde edilen bulguların tahmin gücünü arttırmak hedefiyle DOLS tahmincisi ampirik analize eklenmiştir. Oluşturulan 3 ayrı ARDL modelinden tarımsal istihdam, sanayi istihdamı ve hizmet istihdamı bağımlı değişkenler olarak bu modeller yer almıştır. ARDL modellerinde ampirik analize konu olan bağımsız değişkenler ile tarımsal istihdam, sanayi istihdamı ve hizmet istihdamı arasında ayrı ayrı eş bütünleşme ilişkisi tespit edilmiştir. Buna göre, analizin bağımlı ve bağımsız değişkenlerinin uzun dönemde birlikte hareket ettiği ve aralarındaki uzun dönemli ilişkinin varlığı ortaya çıkmıştır. Uzun dönemde, küreselleşme endeksi ve AR-GE harcamaları tarımsal istihdamı negatif yönlü etkisi tespit edilmişken, küreselleşme endeksindeki değişimlerin hizmet ve sanayi istihdamını arttırdığı bulgusuna ulaşılmıştır. Diğer taraftan, AR-GE harcamalarının tarımsal istihdam oranlarını negatif ve düşük düzeyde, hizmet istihdamını pozitif ve karşılaştırmalı olarak yüksek düzeyde etkilediği bulgusu sunulmuştur. Ampirik analizin DOLS tahmincisi bulguları, ARDL modelleri bulgularını destekleyici nitelikte olduğu gibi, kısa dönem bulguları yansıtan UECM mekanizması uzun dönem bulguları tamamlayıcı nitelikte sonuçlar vermiştir. Son olarak, tarımsal istihdam, sanayi istihdamı ve hizmet istihdamının bağımlı değişkenler olduğu UECM mekanizması bulgularına göre, kısa dönemli şok karşılığında ekonomik yüksek hızda tekrar dengelenme sürecine girmektedir. Elde edilen bulgular ekonomik karar mekanizmalarına, istihdama yönelik politikalar uygularken, piyasaların dengelenme hızı ve işgücü talebinin sektörel dağılımı açısından önemli ipuçları vermektedir.

his study aims tok esamine the employment-inclusive effect of the globalisation trend and technological development in the Turkish economy through time series analysis on sectoral employment rates. Tok his and, the effectse of the KOF globalisation inden, R&D expenditures and economic growth on agricultural, industrial and service sector employment are analysed by using three different ARDL models, utilising annual data for the period 1991-2021. In order tok enhance the predictive capacity of the findings, the DOLS estimator was in corporatedin tok the empirical analysis. Among the three ARDL models, agricultural employment, industrial employment and service employment were included as dependent variables. In the ARDL models, a cointegration relationship was identified separately between the independent variables subject tok empirical analysis and agricultural employment, industrial employment and service employment. Consequently, it is demonstrated that the dependent and independent variables of the analysis exhibit a long-run relationship, with both variables moving together over time. In the longrun, while the globalisation inden and R&D expenditures have a negative effect on agricultural employment, changes in the globalisation inden are found tok increase service sand industrial employment. Conversely, R&D expend it ures exert a negative and relatively low impact on agricultural employment rates, while exerting a positive and comparatively high impact on service employment. The findings of the dols estimator of the empirical analysis are consistent with those of the ARDL models, and the UECM mechanism, which reflects the short-run findings, complements the long-run findings. Finally, the findings of the UECM mechanism indicate that the economy rebalances at a high speed in response tok a short-term shock. The findings provide important clues tok economic decision-makers regarding the rebalancing speed of the markets and the* sectoral distribution of labour demand while implementing employment-oriented policies.
