Özet

Günümüz insanı çevre ve kentleşme sorunlarının geldiği noktada yaşanılırlık özelliklerine sahip sürdürülebilir iyi yaşam alanlarına ihtiyaç duymaktadır. Günümüz kentleri liberal kapitalist ekonomik sistemin getirdiği büyük nüfus yığılmaları, aşırı tüketimin yarattığı sorunlar, mal ve hizmetlere erişimde eşitsizlik, yoğun rekabet, hız ve karmaşadan muzdariptir. İnsanoğlunun iyi kent arayışında en eski kent ütopyalarından bugüne kadar gelinen noktada çok sayıda teori üretilmiş ve önemli sayıda yaşam modeli hayata geçirilmeye çalışılmıştır. Artık günümüz insanını iyi ve mutlu hissettirecek, sağlıklı bir yaşam ortamı sunacak, geleceğe umutla bakabileceği bir kent ve bir yaşam alanının özellikleri ortak görüşlerle tanımlanmış durumdadır. 21. Yüzyılın başında bu arayışa cevap veren en önemli kent modellerinden biri, aynı amaca sahip diğer birçok modelin belli başlı özelliklerini kendinde barındıran Sakinkent modeli olmuştur. Sakinkent modeli uygulaması yakın zamana kadar sadece küçük kentlerde uygulanabilir durumda iken, 2021'den bu yana metropolde de uygulanması arayışına girilmiştir. Öte yandan orta ölçekli kentler hem küçük hem de aşırı büyük kentlerin dezavantajlarını taşımayan bir kent ölçeği olmaları itibarıyla Sakinkent modeline en uygun kent ölçeği olarak görünmektedir. Bu çalışmada Sakinkent Modelinin orta ölçekli kentlerde neden ve nasıl uygulanabileceği, bunun iyi kentler oluşturma amacına hizmet edip etmeyeceği tartışılmakta ve bunun için orta ölçekli kentlere uygun bir model önerisi yapılmaktadır. Çalışma kapsamında yapılan görüşmelerde, tez varsayımları doğrultusunda, Sakinkent modelinin orta ölçekli kentlere uygun olarak geliştirilmesi, böylelikle daha çok sayıdaki kentte modelden yararlanılması ve bu uygulamanın geniş kentsel alanlarda yaşanılırlık özelliklerinin arttırılması amacıyla kullanılmasının uygun olduğu teyid edilmiştir. Bu çalışmada, Sakinkent modelinin orta ölçekli kentlerde de hayata geçirilmesi suretiyle, yüksek yaşam kalitesine sahip, sürdürülebilir iyi kentlerin sayıca artması ve alan olarak genişlemesinin yaşanılırlık özelliklerini hayata geçiren geniş kentsel bölgelerin ortaya çıkmasına hizmet edeceği öne sürülmektedir.

At the point where today's people are faced with environmental and urbanization issues (trouble, problems), they are in need of sustainable living spaces with livability characteristics. Today's cities suffer from the major population concentrations brought about by the liberal capitalist economic system, and the problems created by excessive consumption, inequality in access to goods and services, intense competition, speed, and chaos. Throughout history, from some of the oldest urban utopias to the present day, numerous theories have been proposed in the search for a good city for humankind, and significant attempts have been made to implement various living models. The characteristics of a city and a living space where today's people can look hopefully towards the future, which will provide a healthy living environment that makes them feel good and happy, are defined with common views. At the beginning of the 21'st century, one of the most important urban models that responded to this quest was the Cittaslow model, which embodies the key features of many other models with the same purpose. While until recently the Cittaslow model could only be implemented in small towns, efforts have been made since 2021 to implement it in metropolises as well. On the other hand, medium-sized cities are seen as the most suitable urban scale for the Cittaslow model, as they do not carry the disadvantages of both small and overly large cities. In this study, the feasibility and methods of implementing the Cittaslow model in medium-sized cities are being discussed, along with whether it serves the purpose of creating good cities. For this purpose, a model proposal suitable for medium-sized cities is being made. In the interviews conducted within the scope of the study, it has been confirmed that developing the Cittaslow model for medium-sized cities in line with the hypotheses of the thesis would be suitable. This would allow more cities to benefit from the model and enhance the liveability characteristics in broader urban areas. İn this study, it is suggested that by implementing the Cittaslow model in medium-sized cities as well, the number of sustainable good cities with high quality of life would incrAt the point where today's people are faced with environmental and urbanization issues (trouble, problems), they are in need of sustainable living spaces with livability characteristics.
