Özet
Uzun zamandır gelişen ve son yıllarda önemli bir itici güç haline gelen teknolojik gelişmelerin istihdama olan etkileri önemli bir tartışma konusudur. Literatürde az sayıda çalışmanın gerçekleştirildiği bu konunun değerlendirilmesi giderek önem kazanmaktadır. Ele alınan çalışmanın amacı, teknolojide meydana gelen değişmelerin sektörel istihdama olan etkilerinin araştırılması ve bu etkinin tekstil ve hazır giyim sektörü özelinde değerlendirilmesidir. Bu amaç doğrultusunda, panel veri analizi ile üç ayrı ekonometrik model oluşturulmaktadır. Ekonometrik modellerde, yer alan değişkenler belirlenirken literatürde sıklıkla yararlanılan endeksler dikkate alınmıştır. Bu bağlamda, istihdamı etkileyen teknoloji değişkeni olarak teknolojik değişimleri 4 farklı boyutta değerlendirerek 13 göstergede toplayan, Teknolojik Değişim Endeksi (TCI) kullanılmış ve söz konusu endeksten yararlanılarak üç yeni endeks daha geliştirilmiştir. Aynı zamanda, teknolojik değişimlerin önde gelen tekstil ve hazır giyim sektöründe faaliyet gösteren ülkelerdeki genel istihdam, imalat sanayi istihdamı ve tekstil ve hazır giyim sektörlerindeki istihdama olan etkileri araştırılmıştır. Açıklanmış Karşılaştırmalı Üstünlük Endeksi (ATÜ), Teknoloji ve İstihdam Endeksi (TEİ) ve Karşılaştırmalı Teknoloji ve İstihdam Endeksi (CTE) olarak adlandırılan yeni endekslerle tekstil ve hazır giyim sektöründe öne çıkan ülkelerdeki üretimin ve istihdamın yapısı belirlenmiş ve üretimde teknolojinin kullanım yoğunluğu araştırılmıştır. Çalışmada dikkate alınan ekonometrik yöntem olan panel veri analizinden elde edilen bulgulara göre; teknolojide meydana gelen değişmeler, başlıca tekstil ve hazır giyim ihracatçısı olan ülkelerin 2000-2022 dönemi için genel istihdam, imalat sanayi ve tekstil ve hazır giyim sektörlerindeki istihdamı azaltıcı yönde etki etmektedir. Ayrıca, teknolojik değişimlerin ve ilerlemelerin tekstil ve hazır giyim sektöründeki istihdamı azalttığına yönelik olarak ülkelerin gelişmişlik düzeyine göre farklılıklar da ortaya çıkmaktadır. Şöyle ki, tekstil ve hazır giyim üreten gelişmiş ülkelerde istihdamın, teknolojinin geliştirdiği beceri temelli yeni iş kollarına kaydığına, gelişmekte olan ülkelerde ise giderek sektörel otomasyonun artması sonucunda istihdamın azaldığına dair bulgular da elde edilmiştir.

The effects of technological developments, which have been evolving for a long time and have become a significant driving force in recent years, on employment are an important topic of discussion. The evaluation of this issue, on which only a limited number of studies exist in the literature, is gaining increasing importance. The aim of the study is to investigate the effects of changes in technology on sectoral employment and to evaluate this effect specifically in the textile and apparel sector. For this purpose, three separate econometric models are developed through panel data analysis. In the econometric models, the indices frequently used in the literature are considered while determining the variables included. In this context, the Technological Change Index (TCI), which evaluates technological changes in four different dimensions and consolidates them into 13 indicators, is used as the technological variable affecting employment, and three new indices are developed based on this index. At the same time, the effects of technological changes on overall employment, manufacturing employment, and employment in the textile and apparel sectors in countries active in the leading textile and apparel sectors are investigated. The structure of production and employment in the prominent countries in the textile and apparel sector and the intensity of technology use in production are examined through newly developed indices named the Revealed Technologic Advantage Index (RTA), the Technology and Employment Index (TEI), and the Comparative Technology and Employment Index (CTE). According to the findings obtained from panel data analysis, the econometric method considered in the study, technological changes negatively affect overall employment, manufacturing industry employment, and employment in the textile and apparel sectors in the leading textile and apparel-exporting countries during the 2000–2022 period. Additionally, differences have emerged regarding the decline in employment in the textile and apparel sector depending on the development level of countries. Specifically, it has been found that in developed countries producing textiles and apparel, employment has shifted to new skill-based job categories developed by technology, while in developing countries, employment has declined due to the increasing sectoral automation.
