Özet
ÖZET Aristoteles, siyasi düşünce tarihinde önemli etkileri olan bir filozoftur. Onun siyaset felsefesi, siyasal ve toplumsal yaşamın problemlerine düzenli ve sistematik bir bakışı ifade eder Bir aristokrat olmayan ve yaşamının büyük bölümünü bir metoikos ( yabancı) olarak geçiren Aristoteles, siyaset felsefesinde savunduğu görüşleri ile polisi ayakta tutmaya çalışmıştır. Aristoteles'in siyaset felsefesi siyasal yaşamda var olanı konu alan bir felsefedir. İdeal bir devlet yapısının, gerçekleşmesi imkânsız bir ütopya olduğunun farkında olan Aristoteles, gerçekçi ve ayaklan yere basan bir filozoftur. Ona göre, ideal bir devlette bulunması gereken özelliklere ilişkin her açıklama, somut koşullar altında, gerçek yönetimleri iyileştirmek ve ayakta tutabilmek için yararlı tavsiyelerdir. Günümüzde siyaset felsefesi ve siyaset sosyolojisinin ilgilendiği siyasal ve toplumsal yaşamın tüm sorunları, Aristoteles'in siyaset felsefesinde toplanmıştır. Aristoteles, biyolojik yaklaşımını da kullanarak devletin, bireyden öncelikli ve önemli olduğu bir devlet kuramı oluşturmuştur. Onun kuranıma göre, birey devletin içinde erimektedir ve bireyin devlet dışında varolması imkansızdır. O, gözlemleri sonucu, yönetim biçimleri ile toplumsal koşullar arasındaki ilişkiyi görerek, bir bakıma devletin alt yapısının sosyolojik nitelikte olduğunu tespit edebilmiştir. Değişik sosyal koşullara uyan siyasi ve hukuki yapılan sınıflayarak, devletteki siyasi ve hukuki yapıyı, sosyolojik alt yapımn belirlediğine dair ip uçlan vermiştir. Bu nedenle Aristoteles'in devlete, felsefeci bakışının yam sıra bir sosyolog gibi de baktığını söylemek yanlış olmaz. 168

SUMMARY Aristotle is a philosopher with significant influence on the history of political thought. His political philosophy represents an orderly and systematic view of the problems of political and social life. Aristotle, who was not an aristocrat and who spent most of his life as a metoikos (foreigner), has tried to keep the polis alive with the opinions he defended in his political philosophy. The political philosophy of Aristotle is one that deals with the existing in the political life. Aristotle, being aware of the fact that realization of an ideal state structure was an Utopia, was a realistic and down to earth philosopher. According to him, each statement on the characteristics of an ideal state is a useful recommendation for improving and keeping real methods alive, under solid conditions. Today, all matters of political and social life, dealt by the political philosophy and political sociology are accumulated in the political philosophy of Aristotle. By using a biological approach, Aristotle's has formed a concept of state in which the state has priority and significance over the individual. According to his theory, the individual is dissolved within the state and the individual cannot exist in exclusion of the state. As a result of his observations, he has succeeded in determining that the infrastructure of the state was of sociological characteristic in a way, by taking into account the relation between the administration methods and social conditions. By classification of the political and legal structures in compliance with different political conditions, he has put forward indications that the political and legal structure in the state was determined by the sociological infrastructure. For this reason, one would not be mistaken in the judgment that Aristotle approached the state like a sociologist along with his philosophical point of view. 169
