Özet
Kentsel Altyapı Politikalarının Değişimi: İçmesuyu ve Kanalizasyon Sektörü Örneği konulu bu tezde; kentsel altyapı hizmetlerinin sunumunda değişen politikaları tarihsel bir perspektif içinde büyüteç altına alarak, Türkiye pratiğini ve sektöre ilişkin olarak dünyada gelişen politikalar, hizmetin sunumunda rol oynayan etmenlerden yola çıkarak değerlendirilmektedir. Çalışma, içmesuyu ve kanalizasyon hizmetlerinin yerel düzeyde sunulan stratejik bir kentsel hizmet olduğu kabulünden hareket ederek, bu sektördeki düzenlemelerin, izlenen ekonomik politikalara bağlı olarak nasıl geliştiği konusunda başlıca iki nokta üzerinde durulmaktadır. Birinci nokta, liberal politikaların bir yansıması olarak, dünyada değişen kamu hizmeti anlayışı çerçevesinde, hizmetin hem piyasa koşullarında bir mal olarak sunulmasına ilişkin,“kullanan öder”savsözü ile özetlenebilecek maliyetin geri dönüşünü temel alan fiyatlandırma politikaları, hem de sektörün özel girişimciye açılmasının içmesuyu ve kanalizasyon hizmetlerinin örgütlenmesine olan etkileri ile ilgilidir. İkinci nokta ise, küresel çevre politikaları kapsamında su kaynaklarının korunmasına yönelik olarak izlenen politikaların, içmesuyu ve özellikle atıksu sektörüne olan yansımalarıdır. Bu çerçevede izlenen politikaların sektördeki uygulamaları,“kirleten öder”savsözü ile özetlenebilir.Bu iki konunun sektör üzerindeki yapısal etkilerinin mekansal izleri de görgül bir araştırma ile ortaya konulmaktadır. Çalışma, küresel ölçekte belirleyici politikaların içmesuyu ve kanalizasyon hizmetlerinin üretim ve sunum koşullarında yaratacakları etkilerden doğacak toplumsal sonuçlan, Türkiye açısından tartışmayı ve bu alandaki politikaların değerlendirilmesine elverişli bir bilimsel çerçeve oluşturmayı amaçlamaktadır.

This dissertationen titled“Evaluation of the Policies on Urban Infrastructure: The Case of Drinking Water and Sewerage Sectors”elucidates the policies regarding the sector at the world scale and the Turkish practice. It focuses on the changing policies related to the supply of the urban infrastructural services within historical perspectives. Founded on the assumption that the drinking water and sewerage services are strategic urban services supplied at the local level, the study emphasizes two issues while illustrating how the regulations in this sector evolved. Particular emphasis is put on the wider economic policies pursued. The first issue is the changing conceptualisation of“public services”in the world as a reflection of the dominance of liberal policies which can be traced both through the pricing policies based on recovery of the cost as the motto:“the user pays”summarizes and through the effects of private enterprise involvement in the sector on the organization of water supply and sewerage services. The second issue is the effect of policies pursued for conservation of water resources as part of global environmental politics. The reflections of these politics on water supply and especially the sewerage services can be summarised with the motto:“the polluter pay”. These two issues and their consequences on the structure of the sector have also been searched by the emprical study with an emphasis on spatial reflections.Thus the study aims at discussing the social results of the changes of production and supply conditions of drinking water and sewerage services caused by globally determined policies particularly for Turkey and providing a suitable scientific frame for evaluation of the policies in this field.
