Özet
ÖZET Patates insan beslenmesinde ve hayvan yemi olarak önemli bir üründür. Türkiye'de üretimin yoğun olduğu illerin başında Nevşehir, Niğde, Bolu ve Erzurum gelmektedir. Ülke bazında düşünüldüğünde Erzurum ilindeki patates üretiminin tohumluk üretimine yönelik olması önerilmektedir. Ancak, yörede patates üretimiyle ilgili araştırmalar yetersiz olduğundan gerekli düzenlemeler amacına ulaşamamaktadır. Araştırmanın amacı; patates üretim ekonomisini belirlemektir. Bu kapsamda patates üretiminde girdi kullanımı, üretim maliyetinin tespiti, üretim fonksiyonu, pazarlama durumu ve fiyat dalgalanmaları ortaya konulmuştur. Araştırmada kullanılan veriler 1999 üretim yılma ait olup bizzat araştırmacı tarafından 81 işletme ile yapılan anketlerle elde edilmiştir. Patates üretiminin yoğun olduğu Pasinler ilçesinin dokuz köyü ve ilçe merkezi Amaçlı Örnekleme Yöntemiyle seçilmiştir. Anket yapılacak işletmelerin belirlenmesinde ise işletmelerin toplam arazi varlıkları dikkate alınmış ve Basit Tesadüfi Örnekleme Yöntemi kullanılmıştır. Patates üretim fonksiyonu için dört model kullanılmış ve en uygun model Cobb-Douglas Üretim Modeli olarak tespit edilmiştir. Üretimde etkili faktörlerin önem derecesine göre öncelikli olarak işgücü, patates ekim arazisi, gübre miktarı, sermaye ve tohum miktarı olduğu belirlenmiştir. Üretimi tohum miktarı olumsuz yönde, diğer faktörler ise olumlu yönde etkilemişlerdir. İşletme başına ortalama 16.49 da patates ekim arazisi düştüğü, 1 dekar alanda patates üretimi için 7. 1 1 Erkek İş Günü, 215 kg tohum, 74 kg gübre, 0.04 kg ilaç, 56417430 TL sermaye ve 1.2 saat su kullanıldığı tespit edilmiştir. Patatesin 1 kilogramı için pazar maliyeti 117488 TL, pazar fiyatı ise 50568 TL hesaplanmıştır. Buna göre, araştırmanın yapıldığı yılda ürünün bol olmasının da etkisiyle üretici 1 kg patatesin üretimi sonucunda 66920 TL zarar etmektedir. Araştırma yöresinde patates üreticisinin gelirini artırabilmesi için; sertifikalı tohumluk kullanılması, patatesi yeterli kapasitede ve uygun şartlarda muhafaza edebilecek depolama tesislerinin inşa edilmesi, ekim ve hasatta makinalaşmaya gidilmesi, üretimin yemeklik yerine tohumluk olarak yapılması ve patatesi işleyecek tarıma dayalı sanayi işletmelerinin kurulması gereklidir.

SUMMARY Potato is an important product for both human nutrition and animal food. In Turkey, the largest production of potato is available in Nevşehir, Niğde, Bolu, and Erzurum. Taking into account the whole country, it is advised to orient the production to seed production.Because of the problems in pruduction of potato, the producers have some troubles from time to time. For example, because of the harvest of potato above the needs, in 1999, the Ministry of Agriculture had bought the potato from its producers and had given them to the poor countries as humanitary aid. But because of the unsufficient research on potato, production in this area, the necassary regulations can not achieve its purpose. The aim of this study is to determine the economy of potato production. In this content, rate of utilization of input in potato production, determination of production cost, production function, marketting state, and price fluctuation have been put out. The datas used in this research were obtained by the researcher himself in 1999 by questionaries with 81 farm companies. İn Pasinler nine villages and a town center where the production is intensive was chosen by Objective Sampling Method. For the determination of the companies to be questionaried, the total land assets, was taken into account and Simple Random Sampling Method was used. Four models were used for the potato production function and the most suitable function was derived as Cobb-Douglas Production Function. It was observed that the effective factors in production in order of importance are labor, planting, amount of fertilizer, capital and amount of seed. The amount of seed effects the production adversly, the others effect the production positively. It was observed that the land used for potato production per farm is 16.49 da, and for the production potato in 1 da land, 7.11 man work day, 215 kg seed, 74 kg fertilizer, 0.04 kg chemical substance, 56417430 TL capital and 1.2 hour water were used. For the 1kg of potato, marketing cost is 117488 TL, marketting price is 50568 TL and therefore, according to the result, in the year the research was conducded, with the impact of excess supply producer loses 66920 TL for every kg of potato. To increase teh income of the potato producers in the research area, it is needed to use proved seeds, to construct the warehouses to keep the products in suitable conditions and in enough capacity, to use machines in planting and harvest, to produce seed potato instead of food potato, and to set up industry which can use potato.
