Özet

KUZEY KIBRIS'TA KONUT ALANINDA UYGULANABİLİR YAPI SİSTEMLERİ ÖZET Konut, yarattığı fiziki mekan ve çevre ile, bireysel ve toplumsal yaşam koşullarını doğrudan etkileyen bir faktör olmanın yanında, konut üretimi aktivitesi ile, ülke ekonomilerinde önemli bir paya sahip olan bir ekonomi sektörüdür. Bu noktadan hareketle, konut üretiminde uygun yapı sistemi ve teknolojisi kullanımı, hem ekonomik anlamda kazanç getirebileceği hem de oluşturulan fiziki yapının kalite ve standardını yükseltebileceği için önemli bir konu olarak ortaya çıkmaktadır. Bu nedenle, bu çalışmada, konut sektörü açısından Kuzey Kıbrıs koşullarında uygun olabilecek yapı sistemlerinin tespiti; ve mevcut yapı sistemleri ve teknolojUerinin, uygun bulunan yapı sistemleri doğrultusunda, izlemesi gereken teknolojik gelişme yönünün belirlenmesi amaçlanmıştır. Birinci bölüm, sorunun ortaya konduğu, çalışmanın amacının, yapılan araştırmanın yönteminin ve çalışmanın kapsamının açıklandığı giriş bölümüdür. İkinci bölümde, çalışmanın amacına yönelik olarak bilinmesi gerekli olan Kuzey Kıbrıs'ın ülke koşullan, istatistiksel verilerden ve literatürdeki bilgilerden faydalanarak genel olarak ortaya konmaktadır. Bu bölümde, ülke, coğrafyasının, politik durumunun, nüfus yapısının ve sosyo - ekonomik yapısının getirdiği koşullarla ayrı ayrı incelenmiştir. Üçüncü bölümde, yine istatistiksel verilerden ve literatürdeki bilgilerden faydalanarak, Kuzey Kıbrıs konut sektörünün bugünkü durumu ortaya konmaktadır. Bu bölümde, 1960'dan sonra konut sektöründe yaşanan gelişmeler, sektörün ekonomideki yeri, konut politikaları ve uygulamaları, konut ihtiyacı ve üretimi, üretimde kullanılan mevcut yapı sistemleri ve genel olarak sektörde yaşanan sorunlar incelenmiştir. İncelemeler sonucunda ülke koşullarına uygun yapı sistemi belirlenmesinde, konut ihtiyacı ve talebi ile birlikte, parasal kaynak ve kaynak akış hızı gibi belirleyici temel etkenlerin ön plana çıktığı tespit edilmiştir. Dördüncü bölümde, konut alanında uygulanan yapı sistemleri literatür araştırması yöntemiyle incelenmiştir. Bu bölümde ayrıca, konuyla ilgili olan kavramlar ile teknoloji ve sistem sınıflamaları üzerine de irdeleme yapılmıştır. xBeşinci bölümde, yapı sistemlerinin değerlendirilmesinde kullanılabilecek genel değerlendirme kriterleri üzerinde durulmuştur. Ayrıca, Kuzey Kıbrıs koşullarına uygun yapı sistemi değerlendirmesinde belirleyici olabilecek kriterler kullanılarak, literatürden seçilen bir yöntemle değerlendirmeye gidilmiştir. Altıncı ve son bölümde ise, bölümlerde yer alan incelemeler sonucunda, genel olarak vardan sonuçlar ve çözüm önerileri yer almaktadır. Tezin amacına yönelik olarak varılan bu sonuçlar şöyle özetlenebilir: Kısa vadede geleneksel sistemlerden, yüksek yatırım maliyeti gerektirmeyen, işçilik ve malzemede tasarruf sağlayan, mimaride esnekliği kısıtlamayan gelişmiş geleneksel sistemlere; uzun vadede ise, parasal kaynakların ve konut ihtiyacının artışına doğru orantılı olarak, endüstrileşmiş açık sistemlere doğru bir teknolojik gelişmenin izlenilmesi, ülke koşullan açısından en uygun gelişme yönü olarak belirlenmiştir. Parasal kaynak sorunu yaşanan ülkede, bazı olumsuzluklarına rağmen, geleneksel sistemler, ön yatırım gerektirmemesi nedeniyle bugünkü ülke koşullarına uygun bir sistem olarak değerlendirilebilmektedir. Buna karşın, endüstrileşmiş kapalı (tam prefabrike) sistemler ülke koşullan açısından uygun bulunmamıştır. xı

APPROPRIATE CONSTRUCTION SYSTEMS FOR THE HOUSING SECTOR IN NORTH CYPRUS SUMMARY The house, through the activity of housing production, is an economical sector that has an important share in the country economies, beside being a factor, directly affecting the private and public living conditions through the physical space and environment it creates. Starting from this point, using the appropriate construction system and technology in housing production, appears as a fundamental issue, since it would both cause economical gain and also increase the quality and the standards of the physical structure formed. Therefore, in this study, determination of the constructional systems in terms of the housing sector, appropriate to the conditions of the country; and designation of the technological development direction of the existing construction systems and technologies, in relation to the approved construction systems, has been aimed at. The first chapter is the introduction where the problem is put forward and, the aims, methodology and scope of the research are explained thouroghly. In the second chapter, benefiting from the statistical input and literature, the provision of the country of Northern Cyprus has been determined. In this chapter, the overall country has been examined in terms of its geographical, political, demographical and socio-economical conditions. In the third chapter, again benefiting from the statistical input and literature, the conditions of today's housing sector in Northern Cyprus have been identified. In this chapter, the developments in the housing sector after 1960s, the role of the sector in economics, the housing policies and implications, the need for and production of housing, the existing construction systems used in production, and the problems, generally faced in the housing sector have been studied. At the end of the investigations, it has been found out that, in identifying the appropriate construction systems for the country conditions, main identifying factors such as the financial resources and the speed of flow of resources, together with the need and demand for housing, appear in the forground. In the fourth chapter, the construction systems used in the housing sector have been investigated through literature research. Besides, in this chapter, the concepts related xnto the subject, and the classifications of technology and systems have also been studied thoroughly. In the fifth chapter, general evaluation criteria to be utilized for the evaluation of the construction systems has been dwelled upon. Using the specific criteria which could be identifying for the evaluation of the appropriate construction systems to the conditions of Northern Cyprus, an evaluation has been realized through a methodology chosen from literature. The sixth and the final chapter covers the results and recommendations of the research, depending on the concluding points in each chapter. Considering its main aims, the results of the overall research can be summarized as in the following: Following a technological development, from the conventional systems, in the short run; towards the developed conventional systems which do not require a high investment cost; which ensure the economy from labour force and material and, which do not restrict architectural flexibilty; and in the long run; towards the industrialized open systems, proportionate to the increase in the financial resources and housing demand, have been defined as the best direction of development in terms of the country conditions. Within the country with problems for financial resources, although having some disadvantages, the conventional systems are considered to be an appropriate system for the country conditions, since they do not require a pre- investment. Conversely, the industrialized closed (fully prefabricated) systems are not approved for the conditions of the country. xm
