Özet
Bu tezin amacı, Rousseau ve Hegel'in özgürlük ve devlet anlayışlarını karşılaştırmak ve bu kavramlar etrafında birbirleriyle örtüştükleri ve ayrıldıkları noktaları tespit etmektir. Bu doğrultuda her iki filozofun birey-toplum-devlet ilişkisine dair yaklaşımları incelenecek; söz konusu yaklaşımlar yöntemsel ve düşünsel bağlamları dikkate alınarak değerlendirilecektir. Rousseau, özgürlüğü doğuştan gelen bir hak olarak tanımlarken, devleti öznel iradelerin bir araya gelmesiyle kurulan ve bu nedenle doğal olmayan bir oluşum olarak tasarlamıştır. Ona göre bireylerin temel amacı herkesin özgürlüğünün devletin yasalarıyla güvence altına alındığı politik bir bütün yaratmaktır. Bu amaç doğrultusunda bireyler, tüm haklarını tümele devrederek genel iradenin oluşumuna katkıda bulunurlar. Genel irade, doğal özgürlüğün yerine yasalar tarafından teminat altına alınmış toplumsal, ahlaki ve ussal özgürlüğü gerçek bir özgürlük ve hak olarak mümkün kılar. Hegel'e göre özgürlük hem tinin hem de tarihin amacıdır ve bu nedenle yalnızca toplumun ve kültür dünyasının oluşturduğu tinsel alanda, insanın eylemi aracılığıyla gerçekleşir. Bu bakımdan devlet, bireylerin keyfi iradelerinin rastlantısal bir ürünü değil, organik ve zorunlu bir bütünlük olarak karşımıza çıkar. Devlet öznel iradeleri gözetmekle birlikte onlardan daha fazlasını temsil eder; tikel ile tümelin bir arada etkinlik kazandığı ve özgürlüğün somut biçimde cisimleştiği etik bir yaşam alanı olarak belirir. Devleti etik kılan unsur, her bir üyesinin öznel iradesini aşarak ussal iradeye yönelmiş olmasıdır. Ussal, tümel ve zorunlu olan bu ilke halk tinini ya da halkın kültürünü oluşturur. Bu tezde ulaşılan sonuç, Rousseau ve Hegel'in özgürlük ve devlet arasında özsel bir ilişki kurduklarıdır. Ancak her iki düşünür, bu ilişkiyi farklı kuramsal ve yöntemsel bir çerçevede temellendirmiştir. Rousseau özgürlüğün güvence altına alınmasını devletin kuruluş amacı olarak düşünmüş ve bu ilişkiyi araçsal bir zeminde ele almıştır. Hegel ise özgürlüğü tinin tarihsel gelişimi içinde somutlaşan bir ilke olarak değerlendirmiş ve devleti, özgürlüğün gerçekleştiği organik ve etik bir bütünlük olarak düşünmüştür. Bu bağlamda devlet, Rousseau için özgürlüğün korunmasına hizmet eden ussal bir araç, Hegel için özgürlüğün gerçekleştiği zorunlu ve içkin bir yapı olarak ortaya çıkmaktadır.

The aim of this thesis is to compare Rousseau's and Hegel's conceptions of freedom and the state, and to identify the points at which they converge and diverge around these concepts. To this end, both philosophers' approaches to the relationship between the individual, society, and the state will be examined, and these approaches will be evaluated with due regard to their methodological and intellectual contexts. Rousseau defines freedom as an innate right and conceives the state as an artificial construction established through the aggregation of subjective wills. For him, the fundamental purpose of individuals is to create a political whole in which everyone's freedom is secured by the laws of the state. In pursuit of this aim, individuals transfer all their rights to the universal and thereby contribute to the construction of the general will. The general will makes possible a form of freedom and right that replaces natural freedom with social, moral, and rational freedom guaranteed by law. For Hegel, freedom is the ultimate end of both spirit and history; thus, it can be actualized only within the spiritual sphere constituted by the social and cultural world, and only through human activity. In this respect, the state is not a contingent product of arbitrary individual wills but appears as an organic and necessary totality. The state not only accommodates subjective wills but also represents something greater than them; it emerges as an ethical sphere in which the particular and the universal attain effective unity and in which freedom is embodied in its concrete form. What renders the state ethical is that each of its members transcends their merely subjective will and orients themselves toward the rational will. This rational, universal, and necessary principle constitutes the national spirit, or the culture of a people. The conclusion reached in this thesis is that Rousseau and Hegel establish an essential relationship between freedom and the state. However, each thinker grounds this relationship within a different theoretical and methodological framework. Rousseau conceived the securing of freedom as the founding purpose of the state and approached this relationship instrumentally. Hegel, by contrast, understands freedom as a principle that becomes concrete within the historical development of spirit and conceives the state as an organic and ethical totality in which freedom is realized. In this context, the state appears, for Rousseau, as a rational instrument that serves the preservation of freedom, whereas for Hegel it emerges as a necessary and immanent structure in which freedom is actualized.
