Özet
Amaç: Bu çalışmanın amacı, Rize ilinde bulunan Milli Eğitim Bakanlığına bağlı devlet okullarının sorunlarını Kurum Rehberlik ve Denetim Raporlarına göre belirlemek ve bu sorunları çözüme ulaşabilmesi için sınıflandırarak görünür hale getirmektir. Yöntem: Bu araştırma, okullarda rehberlik ve denetim sürecinde karşılaşılan sorunları tespit etmek ve bunlara çözüm önerileri sunmak amacıyla yürütülen bir durum çalışmasıdır. Veriler, nitel araştırma tekniklerinden doküman incelemesi ve yarı yapılandırılmış görüşmeler yoluyla toplanmıştır. Elde edilen bu nitel veriler içerik analizi ile çözümlenmiştir. Araştırma verilerinin analizi“Maxqda Analytics Pro 2024”programı aracılığıyla gerçekleştirilmiştir. Bulgular: Araştırma bulgularına göre, tüm okul türlerinde en çok sorun“eğitim öğretim ortamları”temasında ortaya çıkmış, ancak çözümü en güç sorunlar, en az sorun tespit edilen“mali iş ve işlemler”alanında yoğunlaşmıştır. Okul yöneticileri ve eğitim müfettişleri, başlıca çözülmesi güç sorunları bütçe yetersizliği, insan kaynağı eksikliği ve fiziki altyapı yetersizlikleri olarak belirtmiştir. Eğitim müfettişleri öğretmen ve yöneticilerin mesleki yetersizlikleri gibi sistemsel sorunlara, okul yöneticileri ise günlük yönetim ve personel problemlerine odaklanmıştır. Denetim raporlarında sorunların doğru tespit edilmesine karşın yetersiz müdahale ve izleme nedeniyle sorunlar tekrarlanmaktadır. Sonuçlar: Araştırma sonuçları, Millî Eğitim Bakanlığına bağlı okullarda eğitim kalitesini etkileyen yapısal ve yönetsel sorunların bulunduğunu göstermektedir. Bu sorunlar pedagojik alanların yanı sıra fiziki altyapı, mali kaynaklar, insan gücü planlaması ve yönetim süreçlerini de kapsamaktadır. Okul yöneticileri ve eğitim müfettişlerinin ortak değerlendirmelerine göre, çözüm için kapsamlı ve sürdürülebilir müdahaleler gereklidir. Denetim sistemlerinin rehberlik odaklı güçlendirilmesi, okul yöneticilerinin idari yüklerinin azaltılması ve fiziki altyapı ile insan kaynağı eksikliklerinin giderilmesine yönelik politikalar geliştirilmelidir.

Purpose: The aim of this study is to identify the problems of state schools affiliated with the Ministry of National Education in Rize province according to the Institutional Guidance and Supervision Reports, and to classify and make visible these problems so that solutions can be found. Method: This research is a case study conducted with the aim of identifying the problems encountered in the guidance and supervision process in schools and offering solutions to these problems. The data were collected through qualitative research techniques, specifically document analysis and semi-structured interviews. The qualitative data obtained were analyzed using content analysis. The analysis of the research data was carried out using the“Maxqda Analytics Pro 2024”program. Findings: According to the research findings, the theme with the most problems in all types of schools emerged as“educational environments”, while the most difficult problems to solve were concentrated in the field of“financial affairs and transactions”, where the least number of problems were identified. School administrators and education inspectors stated that the most difficult problems to solve were budget insufficiency, lack of human resources, and deficiencies in physical infrastructure. Educational inspectors focused on systemic problems such as professional deficiencies of teachers and school administrators, while school administrators focused on daily management and personnel problems. Although the inspection reports correctly identified the problems, the lack of adequate intervention and monitoring mechanisms caused the problems to recur. Conclusions: Research findings show that there are structural and administrative problems that affect the quality of education in schools affiliated to the Ministry of National Education. These problems cover not only pedagogical areas but also physical infrastructure, financial resources, human resource planning, and management processes. According to the common assessments of school administrators and educational inspectors, comprehensive and sustainable interventions are required for solution. In addition, strengthening the guidance-oriented aspect of the inspection system and reducing the administrative burdens of school administrators are of great importance.
