Özet
Liman von Sanders tarafından yaklaşık yüz yıl önce önerilen ve günümüzde Kanal İstanbul Projesi ile yeniden gündeme gelen Gelibolu Kanal Projesi, bu çalışmada Uzaktan Algılama (UA), Coğrafi Bilgi Sistemleri (CBS) ve Analitik Hiyerarşi Prosesi (AHP) yöntemleri kullanılarak bilimsel bir temelde değerlendirilmiştir. Çalışmanın ilk aşamasında, Gelibolu Kanalı'nın geçebileceği olası rotaların belirlenmesi ve bu rotalardaki hafriyat miktarının hesaplanması amacıyla Interferometrik Sentetik Açıklıklı Radar (InSAR) tekniği kullanılarak Sayısal Yükseklik Modeli (SYM) oluşturulmuştur. Belirlenen rotalar için hafriyat miktarları hesaplandıktan sonra, hafriyatın depolanabileceği en uygun alanlar CBS tabanlı Bulanık Analitik Hiyerarşi Prosesi (CBS-FAHP) yöntemi ile tespit edilmiştir. Uygun depolama alanları arasından kapasitesi yeterli olan sahalar için taşıma, yükleme, boşaltma ve istifleme maliyetleri analiz edilmiştir. Son aşamada ise Sentinel-1 ve Sentinel-2 uydu görüntülerinden üretilen Arazi Kullanımı Bitki Örtüsü (AKBÖ) haritası kullanılarak, kanalın inşa edilmesi durumunda farklı arazi sınıflarında meydana gelecek kayıplar değerlendirilmiştir. Elde edilen bulgular, InSAR tekniği ile oluşturulan SYM'in 33.28 RMSE ve 0.84 R2 değerlerine sahip olup, anormal değerler focal istatistik ve doldurma yöntemleriyle giderilmiştir. Hidroloji analizi sonucunda yarımadayı kuzey-güney doğrultusunda kat eden 4 yeni öneri rota ile Liman von Sanders'in önerdiği 2 rota olmak üzere toplam 6 olası rota belirlenmiştir. Çalışmada, en fazla hafriyatın 315,465,417 m3 ile Öneri Rota 4'te, en az hafriyatın ise 154,696,912 m3 ile Sanders'in önerdiği ikinci rotada oluşacağı hesaplanmıştır. Hafriyatın depolanacağı alanların belirlenmesinde 10 farklı kriter kullanılmış ve bu değerlendirme sonucunda 8 potansiyel depolama alanı önerilmiştir. Bu alanlar içinde 411,301,998 m3 kapasitesi ile tüm rotaların hafriyatını tek başına depolayabilecek büyüklüğe sahip olan 7 numaralı depolama alanı, çevresel ve ekonomik açıdan en uygun alternatif olarak belirlenmiştir. Bu alana yapılacak taşıma, yükleme, boşaltma ve istifleme işlemlerinin ekonomik maliyeti incelendiğinde, Öneri Rota 4'ün $485,588,993 ile en ekonomik seçenek olduğu; buna karşılık Öneri Rota 1'in $1,383,065,617 ile en yüksek maliyete sahip alternatif olduğu görülmüştür. Arazi kullanım analizine göre kanalın inşa edilmesi durumunda tüm rotalarda en fazla kaybın tarım alanlarında meydana geleceği belirlenmiştir. En büyük kayıp, 312 ha tarım, 100 ha orman ve 33 ha yapılı alan kaybı ile Öneri Rota 4'te ortaya çıkmaktadır. Buna karşılık, Öneri Rota 3, 5 ha orman ve 8 ha yapılı alan kaybı ile orman ve yerleşim alanlarını en az etkileyen rota olarak öne çıkmaktadır. Sanders'in önerdiği birinci rota ise 13 ha mera alanı kaybı ile mera alanlarını en az etkileyen güzergâhtır. Sonuç olarak, bu çalışma Gelibolu Kanal Projesi'nin hayata geçirilmesi durumunda yerel halk, karar vericiler, ekonomik aktörler ve ekolojik hassasiyetleri bulunan kurum ve kuruluşlar için bilimsel temelli kapsamlı bir değerlendirme sunmaktadır.

The Gallipoli Canal Project, proposed by Liman von Sanders about a hundred years ago and recently revived with the Kanal Istanbul Project, has been scientifically evaluated in this study using Remote Sensing (RS), Geographic Information Systems (GIS), and the Analytic Hierarchy Process (AHP) methods. In the first phase of the study, a Digital Elevation Model (DEM) was created using the Interferometric Synthetic Aperture Radar (InSAR) technique to determine potential routes through the Dardanelles Strait and calculate the amount of excavation required along these routes. After calculating the excavation quantities for the determined routes, the most suitable areas for storing the excavation were identified using the GIS-based Fuzzy Analytic Hierarchy Process (GIS-FAHP) method. Transportation, loading, unloading, and stacking costs were analyzed for sites with sufficient capacity among suitable storage areas. In the final stage, a Land Use Land Cover (LULC) map produced from Sentinel-1 and Sentinel-2 satellite imagery was used to assess the losses that would occur in different land classes if the canal were constructed. The findings indicate that the SYM generated using the InSAR technique has RMSE and R2 values of 33.28 and 0.84, respectively, and anomalous values were addressed using focal statistics and filling methods. As a result of the hydrological analysis, a total of 6 possible routes were determined, including 4 new proposed routes crossing the peninsula in a north-south direction and the 2 routes proposed by Liman von Sanders. In the study, the most excavation volume was 315,465,417 m3 for Proposed Route 4, while the minimum excavation volume was determined for the second proposed by Sanders with 154,696,912 m3. Ten different criteria were used to determine the areas for storing the excavation material, and as a result of this evaluation, eight potential storage areas were proposed. Within these areas, storage area number 7, with a capacity of 411,301,998 m3, is large enough to store the excavation from all routes on its own and has been identified as the most environmentally and economically suitable alternative. When examining the economic cost of transportation, loading, unloading, and stacking operations in this area, it was found that Proposed Route 4 is the most economical option at $485,588,993; conversely, Proposed Route 1 has the highest cost at $1,383,065,617. According to the land use analysis, it was determined that the greatest loss across all routes would occur in agricultural areas if the canal were constructed. The greatest loss occurs on Proposed Route 4, with a loss of 312 ha of agricultural land, 100 ha of forest, and 33 ha of built-up area. In contrast, Proposed Route 3 stands out as the route that least affects forests and settlements, with a loss of 5 ha of forest and 8 ha of built-up area. The first route proposed by Sanders is the one that least affects grazing areas, resulting in a loss of 13 hectares of grazing land. In conclusion, this study provides a comprehensive, scientifically based assessment for local communities, decision-makers, economic actors, and institutions and organizations with ecological sensitivities in the event of the implementation of the Gallipoli Canal Project.
