Özet

İşsizlik geçmişten bu yana dünya genelinde yaygın bir sorun olmaktadır ve aynı zamanda ekonomik, sosyal ve toplumsal açıdan da oldukça olumsuz sonuçlar doğurmaktadır. Geçmişten bu yana işsizlikten fazlasıyla etkilenen grup ise gençlerdir. Bir toplumda gençlerin iş gücüne katılması, o ülkenin refah düzeyinin yükselmesi anlamına gelmektedir. Bu yüzden tüm ülkeler için gençlerin istihdamı önemli bir konu haline gelmiştir ve genç işsizlik ile mücadele politikaları oldukça önemlidir. Avrupa Birliği (AB) de genç işsizliğini en aza indirgemek için bir takım işsizlik ile mücadele ve istihdam politikaları uygulamaktadır. AB'ye üye ülkelerden olan Hollanda hem ulusal hem merkezi olarak hem de yerel belediyeleri tarafından uyguladığı politikalar ve genç işsizliği oranlarının düşük olması açısından diğer ülkeler için iyi bir örnek olarak gösterilmektedir. Üç bölümden oluşan bu çalışmada işsizlik, istihdam ve genç işsizlik kavramları incelenmiş, AB'de genel olarak genç işsizlik ile mücadele politikalarının neler olduğuna değinilmiş ve diğer ülkelere göre genç işsizlik oranının daha düşük olduğu Hollanda'nın genç işsizlik ile mücadelede hangi politikaları uyguladığı değerlendirilerek çıkarımlarda bulunulmuştur. Elde edilen verilere göre, Hollanda'nın genç işsizliği ile mücadele politikaları, Avrupa Birliği'nin de benimsediği bir yaklaşım olan“gençlik istihdamı”stratejisinin bir parçasıdır. Bu strateji, işverenlerin istihdam yaratmalarını teşvik etmeyi, gençlerin iş gücüne katılımını artırmayı, mesleki becerilerini geliştirmeyi ve maddi destek sağlayarak iş arama motivasyonlarını arttırıp, iş arama süreçlerini kolaylaştırmayı ve bununla birlikte ekonomik büyüme ve refah sağlamayı amaçlamaktadır. Hollanda, tüm paydaşların süreçlere katılmasıyla birlikte yerinde ve zamanında aldığı önlemler ve aksiyonlar ile işsizlik oranlarını düşük seviyede tutan ve örnek olarak gösterilen ülkeler arasındadır.

Unemployment has been a widespread problem throughout the world since the past and at the same time it has very negative economic, social and societal consequences. The group that has been highly affected by unemployment since the past is the youth. The participation of young people in the labour force in a society means an increase in the welfare level of that country. Therefore, employment of young people has become an important issue for all countries and policies to combat youth unemployment are very important. The European Union (EU) also implements a number of anti-unemployment and employment policies to minimise youth unemployment. The Netherlands, one of the EU member countries, is shown as a good example for other countries in terms of the policies implemented both nationally, centrally and by local municipalities and low youth unemployment rates. In this study consisting of three parts, the concepts of unemployment, employment and youth unemployment have been analysed, the policies to combat youth unemployment in the EU in general have been mentioned and the policies implemented by the Netherlands, where the youth unemployment rate is lower than other countries, have been evaluated and inferences have been made. According to the data obtained, the policies of the Netherlands to combat youth unemployment are part of the“youth employment”strategy, which is an approach adopted by the European Union. This strategy aims to encourage employers to create jobs, to increase the participation of young people in the labour force, to improve their professional skills and to increase their motivation to look for a job by providing financial support, to facilitate job search processes and thus to ensure economic growth and prosperity. The Netherlands is among the countries that keep unemployment rates at a low level and are shown as an example with the measures and actions taken in place and on time with the participation of all stakeholders in the processes.
