Özet
Bu çalışmada, bölgesel kalkınmada inovasyon potansiyeli çerçevesinde iletişim metotlarının rolü Tunceli ili özelinde kapsamlı biçimde ele alınmaktadır. Günümüzde bölgesel kalkınma süreçleri, yalnızca ekonomik büyüme odaklı değil; aynı zamanda sosyal katılım, şeffaflık ve etkili iletişim stratejileriyle desteklenen bütüncül bir yaklaşıma ihtiyaç duymaktadır. Çalışmanın amacı, bu farklı veri kaynakları aracılığıyla Tunceli Belediyesi'nin ve Fırat Kalkınma Ajansı'nın bölgesel kalkınma ve inovasyon potansiyelini nasıl desteklediğini ve halkla iletişim stratejilerini nasıl yapılandırdığını değerlendirmektir. Bu çerçevede sosyal medya paylaşımları, resmî web sitesi içerikleri, faaliyet raporları ve halk toplantıları şeklindeki çeşitli veri kaynakları analiz edilerek, iletişim yöntemlerinin bölgesel kalkınmadaki rolü ve etkinliği ortaya konmuştur. 2015–2025 yılları arasında Tunceli Belediyesi ve Fırat Kalkınma Ajansı'nın resmî web siteleri, Instagram hesapları, Tunceli Belediyesi tarafından gerçekleştirilen halk toplantıları ile FKA'nın aynı döneme ait faaliyet raporlarında yer alan bilgiler, kurumların kalkınma yaklaşımını ve iletişim stratejilerini yansıtacak şekilde ele alınmıştır. Durum çalışması modeliyle desenlenen araştırmada veriler nicel ve nitel içerik analizi yöntemiyle değerlendirilmiş ve hizmet, proje ve faaliyetlerin tematik dağılımı, kullanılan söylem biçimleri ve iletişim stratejileri ortaya konmuştur. Elde edilen bulgular Tunceli Belediyesi ve Fırat Kalkınma Ajansı'nın resmî web sayfası ve Instagram hesaplarını ağırlıklı olarak bilgilendirme amaçlı kullandığını; halkın etkileşimli katılımını sağlayacak yöntemlerin ise sınırlı düzeyde uygulandığını göstermektedir. Buna karşılık, faaliyet raporları ve halk toplantılarında zaman zaman katılımı teşvik eden pratiklerin yer aldığı, ancak bu uygulamaların süreklilik kazanmadığı gözlemlenmiştir. Bu bağlamda çalışma, yerel yönetimlerin inovasyonu destekleyen katılımcı iletişim stratejileri geliştirmesinin bölgesel kalkınma hedeflerine ulaşmada önemli bir unsur olduğunu ortaya koymaktadır.

In this study, the role of communication methods within the framework of innovation potential in regional development is discussed in a comprehensive manner in the province of Tunceli. Today, regional development periods are not only focused on economic growth; at the same time, they need a whole approach supported by social participation, prosperity and effective communication strategies. Within this framework, the role and effectiveness of communication methods in regional development were revealed by analyzing various data sources such as social media posts, official website content, activity reports, and public meetings. In the case study model of pattern research, the analysis method for the given examples of good and qualitative has been modified, and the theme distribution across services, projects, and activities, the linguistic forms used, and communication strategies converge. On the other hand, it has been observed that while there are occasional practices in community settings that encourage participation through reality reports, these practices do not become sustained. In this context, the study reveals that local governments' development of participatory communication strategies that support innovation is an important element in achieving regional development goals.
