Özet
Turizm faaliyetlerinin herkes için erişilebilir olması, sürdürülebilir ve kapsayıcı turizm anlayışının temel unsurlarından biri olarak kabul edilmektedir. Erişilebilir turizm yaklaşımı, engelli bireylerin, yaşlıların ve hareket kısıtlılığı bulunan bireylerin turizm faaliyetlerine diğer bireylerle eşit koşullarda katılabilmesini amaçlamaktadır. Bu bağlamda turizm sektöründe özellikle konaklama işletmelerinin fiziksel çevre düzenlemeleri, hizmet süreçleri ve erişilebilirlik uygulamaları önemli bir rol oynamaktadır. Bu araştırmanın amacı, Doğu Anadolu Bölgesi'nde faaliyet gösteren 5 yıldızlı konaklama işletmelerinin erişilebilir turizm açısından mevcut durumunu değerlendirmek ve erişilebilirlik uygulamalarını ortaya koymaktır. Araştırma kapsamında Doğu Anadolu Bölgesi'nde yer alan ve 5 yıldızlı turizm işletme belgesine sahip konaklama tesisleri incelenmiştir. Araştırma karma yöntem (karma desen) yaklaşımı çerçevesinde tasarlanmıştır. Veri toplama sürecinde literatür taraması, resmî turizm istatistikleri ve saha araştırması kapsamında uygulanan yapılandırılmış görüşme formu ile araştırmacı gözleminden yararlanılmıştır. Nicel boyutta frekans ve yüzde dağılımları ile betimsel istatistikler kullanılmış; nitel boyutta ise doküman analizi, içerik analizi ve saha gözlemine dayalı yorumlayıcı değerlendirme gerçekleştirilmiştir. Araştırmada Doğu Anadolu Bölgesinin genel turizm faaliyetleri belirtilerek, bölgedeki 5 yıldızlı otellerin yer tespiti yapılarak saha araştırması sürecine gidilmiştir. Bölgedeki beş yıldızlı otellerde görev yapan yönetici ve çalışanlardan oluşan katılımcılara toplam 49 sorudan oluşan yapılandırılmış görüşme formu uygulanmıştır. Araştırma bulguları, Doğu Anadolu Bölgesi'ndeki 5 yıldızlı konaklama işletmelerinde erişilebilirlik uygulamalarının genel olarak belirli ölçüde gerçekleştirildiğini ancak bazı alanlarda önemli eksikliklerin bulunduğunu ortaya koymaktadır. Özellikle fiziksel erişilebilirlik açısından rampalar, asansörler ve erişilebilir oda düzenlemeleri gibi temel düzenlemelerin birçok işletmede bulunduğu görülmekle birlikte, yönlendirme sistemleri, görme ve işitme engellilere yönelik destekleyici uygulamalar, personel eğitimi ve erişilebilir bilgi hizmetleri gibi alanlarda yetersizlikler olduğu tespit edilmiştir. Sonuç olarak araştırma, Doğu Anadolu Bölgesi'nde faaliyet gösteren beş yıldızlı konaklama işletmelerinde erişilebilir turizm uygulamalarının geliştirilmesi gerektiğini ortaya koymaktadır. Bu doğrultuda konaklama işletmelerinde erişilebilirlik standartlarının geliştirilmesi, personel eğitimlerinin artırılması, mevzuat uygulamalarının etkin şekilde denetlenmesi ve erişilebilir turizm konusunda kamu ve özel sektör iş birliğinin güçlendirilmesi önerilmektedir.

Making tourism activities accessible to everyone is considered one of the fundamental elements of a sustainable and inclusive tourism approach. The accessible tourism approach aims to enable individuals with disabilities, the elderly, and individuals with limited mobility to participate in tourism activities on an equal footing with other individuals. In this context, physical environment arrangements, service processes, and accessibility practices, particularly in accommodation establishments, play an important role in the tourism sector. The purpose of this study is to evaluate the current status of 5-star accommodation businesses operating in the Eastern Anatolia Region in terms of accessible tourism and to reveal their accessibility practices. Within the scope of the study, accommodation facilities located in the Eastern Anatolia Region and holding a 5-star tourism business certificate were examined. The research was designed within the framework of a mixed-methods approach. The quantitative component involved a structured interview form consisting of 49 items administered to hotel managers and employees, analyzed through frequency and percentage distributions. The qualitative component comprised document analysis of official tourism statistics, content analysis of relevant legislation and literature, and on-site observational assessment of accessibility features. Data were collected through literature review, official statistics, and a structured interview form applied as part of field research. The research described the general tourism activities of the Eastern Anatolia Region, identified the locations of 5-star hotels in the region, and proceeded to the field research process. A structured interview form consisting of a total of 49 questions was administered to participants consisting of managers and employees working at five-star hotels in the region. The research findings reveal that accessibility practices in 5-star accommodation businesses in the Eastern Anatolia Region are generally implemented to a certain extent, but there are significant shortcomings in some areas. In particular, while basic arrangements such as ramps, elevators, and accessible room layouts were found in many establishments in terms of physical accessibility, deficiencies were identified in areas such as guidance systems, supportive practices for the visually and hearing impaired, staff training, and accessible information services. Consequently, the research reveals the need to develop accessible tourism practices in five-star accommodation businesses operating in the Eastern Anatolia Region. In this regard, it is recommended to develop accessibility standards in accommodation businesses, increase staff training, effectively monitor the implementation of legislation, and strengthen public-private sector cooperation on accessible tourism.
