ÖZET 1982 ANAYASA'SINDA CUMHURBAŞKANI CENGİZ, Mehmet Ruşen Yüksek Lisans Tezi, Kamu Yönetimi Bölümü Tez Danışmanı: Yrd.Doç.Dr. Necat AKYILDIZ Nisan 2001, XIII+127 Sayfa Bu çalışma, 1982 Anayasası ile oluşturulan sistemde, yürütmenin başı olan Cumhurbaşkanının konumunu inceleme konusu yapmıştır. İki bölümden oluşan çalışmanın, birinci bölümünde; temsili hükümet biçimlerindeki Devlet Başkanlıkları ile, 1982 Anayasasına kadar ki 1921 Anayasası ve cumhuriyet dönemi anayasaları olan 1924 ve 1961 Anayasalarında, Cumhurbaşkanlığının nasıl düzenlendiği incelenmiştir. Çalışmanın ikinci bölümünde ise, 1982 Anayasası ile Cumhurbaşkanının yetkilerinde değişiklik yapılmasını gerektiren sebepler ve 1982 Anayasasındaki Cumhurbaşkanının genel konumu inceledikten sonra, Cumhurbaşkanının yasama, yürütme ve yargı alanındaki görev ve yetkileri, kendisine bağlı kuruluşlar, tek tek, mayrıntılı olarak incelenmiştir. Genel konum kapsamı içinde Cumhurbaşkanının taşıması gerektiği nitelikleri, tarafsızlığını, sorumluluğunu ve sorumsuzluğunu araştırılmıştır. Çalışmamızın sonuç kısmında ise, 1982 Anayasası ile Cumhurbaşkanının konumunun getirdiği yeni hükümet sistemimizin ne olduğu sorusuna cevap bulunmaya çalışılmıştır.

ABSTRACT PRESIDENT IN 1982 CONSTITUTION CENGİZ, Mehmet Ruşen M.A.Thesis, The Department of Public Administration Supervisor: Assistant Prof. Necat AKYILDIZ April 2001, Pages: XIII+127 This study focuses on the position of President who is the head of administration in the system which is formed by the 1982 Constitution. In the first chapter of two, it's examined how the presidency was arranged together with the precidency in represantative administrations, the presidency in 1924 and 1961 constitutions served in the early period of republic and the presidency in 1921 constitution. In the second chapter, after the reasons which require making changes in the authorities of president and the general position of president are examined with the 1 982 constitution, the duties and authorities of president in legislation, administration and law, the organizations under his authority are being examined one by one in detail andcharacteristics which the president should has, his impartiality, his responsibilities and irresponsibilities were also examined within the general limits of the subject. In the evaluation part, its tried to clarify which system it is that's brought by 1982 constitution and new administration sytem which is brought by the situation of the president.
