Özet
Tezimizde, 610-750 yılları arasında Müslümanların“Mezopotamya”(Marshall Hodgson'un Nil-Amu Derya arası şeklinde ifade ettiği Ökümen alan veya Bereketli Hilal şeklinde ifade edilen bölgeyi kastedilmektedir.) ile kurduğu ilişkiyi ilmî hareketlilik, hâkimiyet ve etkileşim eksenlerinde incelemektedir. Çalışmanın temel iddiası, erken İslâm tarihinin yalnız fetihlerle açıklanamayacağı; asıl belirleyici sürecin fetihlerden sonra ortaya çıkan yerleşme, düzen kurma ve bilgi dolaşımı olduğu yönündedir. 610-650 döneminde fetihleri mümkün kılan stratejik zemin, ardından Basra ve Kûfe gibi ordugâh şehirlerin kurulmasıyla kalıcı bir idarî ve toplumsal çerçeveye dönüşmüş; yerli halkla ilişkilerde güvenlik, dinî özerklik ve vergi düzeni öne çıkmıştır. 650-692 arasında Mezopotamya, bir yandan devletin en önemli gelir havzası olurken diğer yandan siyasî ve mezhebî gerilimlerin yoğunlaştığı bir alan haline gelmiş; bu gerilimler fıkıh, hadis ve kelâm tartışmalarının derinleşmesine katkı sağlamıştır. 610-750 safhasında rihle geleneği, ders halkaları ve rivayet ağları üzerinden daha sistemli bir yapıya kavuşmuş; yazılı kültür (notlar, derlemeler, kitap dolaşımı) güçlenmiş ve kâtipler, kadılar, hekimler, mütercimler vb. ilim ile idare arasındaki bağı görünür kılmıştır. Emevîlerin son yıllarında Mezopotamya, ekonomik altyapının (özellikle Sevâd'ın sulama düzeni) yıpranması ve iç karışıklıklar nedeniyle çözülmenin merkezlerinden biri olmuş; Büyük Zap yenilgisiyle Emevî hâkimiyeti sona ermiştir. Abbâsîlere geçişte Horasan'ın askerî-devrimci gücü Irak'ta meşruiyet zemini bulmuş; Kûfe'de halifeliğin ilanı ve ardından Bağdat merkezli yeni düzenle birlikte Mezopotamya, İslam Medeniyetinin kurucu merkezine dönüşmüştür. Sonuç olarak tez, Mezopotamya'nın erken dönemde fetihlerin hedefi olmanın ötesinde, kurumların yerleştiği, bilginin dolaştığı ve kültürel temasın medeniyet üretimine dönüştüğü ana sahne olduğunu göstermektedir.

Our thesis examines the relationship established by Muslims between 610 and 750 with“ Mesopotamia”- understood here as the region to the oikoumene described by Marshall Hodgson as the area extending from the Nile to the Oxus, or broadly as the Fertile Crescent -through the axes of scholarly mobility, political authority, and interaction. The central argument of the study is that early Islamic history cannot be explained solely through conquests; rather, the decisive process was the post-conquest phase of settlement, institution-building, and the circulation of knowledge. During the period 610-650, the strategic ground that made the conquests possible was transformed, through the establishment of garrison cities such as Basra and Kufa, into a lasting administrative and social framework. In relations with the local population, security, religious autonomy, and taxation came to the fore. Between 650 and 692, Greater Mesopotamia became one of the most important fiscal basins of the state, while also turning into a region marked by intense political and sectarian tensions. These tensions contributed to the deepening of debates in jurisprudence, ḥadīth, and kalām. Across the broader period of 610-750, the tradition of riḥla acquired a more systematic form through teaching circles and transmission networks; written culture - including notes, compilations, and the circulation of books - became stronger; and specialist groups such as scribes, judges, physicians, and translators made the connection between knowledge and administration more visible. In the final years of the Umayyads, Mesopotamia became one of the central arenas of political dissolution due to the deterioration of economic infrastructure, especially the irrigation system of the Sawād, and internal unrest. With the defeat at the Great Zab, Umayyad rule came to an end. During the transition to the Abbasids, the military-revolutionary force of Khurasan found a basis of legitimacy in Iraq. With the proclamation of the caliphate in Kufa and the subsequent Baghdad-centered order, Mesopotamia became the founding center of Islamic Civilization. In conclusion, this thesis demonstrates that Mesopotamia was not merely a target of conquest in the early period, but the main stage on which institutions took root, knowledge circulated, and cultural contact was transformed into civilizational production.
