Özet
Osmanlı Devleti'nin kuruluşu ve inşasında başrol göçebelere aittir. Ancak kuruluş süreci, yalnız Avrasya geleneği ile değil, Anadolu'nun yaklaşık iki yüzyıl süren Türkleşme ve İslamlaşma devri ile de doğrudan bağlantılıdır. On birinci yüzyıldan itibaren Oğuz Yabgu Devleti'nin boy siyasal düzeninin dağılması ile ortaya çıkan aşiretler, niteliksel olarak boy dengi yapılardır. On birinci yüzyılda başlayan akınlar sonucunda Türkmenler aşiretler halinde Anadolu'ya gelirken, sosyopolitik kurumları da değişime uğramıştır. Bu devirde göçebe ve feodal toplumların etkileşiminden doğan özgün bileşim, göçebelerin sonraki yüzyıllarda siyasal güçlerinin artmasının en büyük nedeni olmuştur. Göçebe aşiret beyleri ikta ve sonrasında tımar kurumu aracılığıyla toprak üzerinde birikim imkanı elde ederken, göçebe siyasal ilişkileri aşiretler üzerinden devam etmiştir. Böylece yeni birikim imkânı, Türkmen beylerinin toprak üzerinde yeni bir yönetici zümre meydana getirmesinin yolunu açmıştır. Osmanlı Devleti'nin kuruluşunun en önemli unsuru aşiret beylerinin ittifakı iken, fetih sahalarında izlenen iskan politikası, göçebelerin hızla yerleşikleşmesine ve aşiretlerin dağılmasına neden olmuştur. Göçebeliği devam ettiren yapılar arasında ise aşiret sosyopolitik örgütlenmesi var olduğu sürece siyasal özerklik korunmuştur. Ancak toprakta özerklik siyasal nüfuz anlamına geldiğinden, Osmanlı Devleti ile göçebeler arasındaki ilişkide toprak siyaseti belirleyici olmuştur. Bilhassa beylikler devrinden Osmanlı Devleti'ne bakiye kalan göçebelerin toprak üzerindeki mülk ve vakıfları Osmanlı bünyesinde bir müddet korunmuş ancak zaman içerisinde merkezileşme politikaları ile mülk ve vakıflar sipahi tımarına dönüştürülmek istenmiştir. Merkeziyetçi politikalar göçebelerin varlık alanlarını daralttıkça, göçebeler ile Osmanlı Devleti arasındaki gerilim büyümüş ve on altıncı yüzyılla birlikte görünür bir çatışma halini almıştır. Göçebeler bu gerilimin sonunda sistematik bir iskan ve sürgün politikasına maruz kalmışlar, böylelikle göçebenin siyasal varlığı kademeli olarak ortadan kalkmış, yerini konargöçerliğe bırakmıştır.

The establishment and formation of the Ottoman State were primarily made real by nomads. However, the process of the Ottoman state formation was shaped not only by the traditions of the Eurasian steppe but also by the nearly two-century-long process of the Turkification and Islamization of Anatolia. The aşirets, which emerged with the dissolution of the political order of boy in the Oghuz Yabghu State from the eleventh century on, were qualitatively equivalent to the former boy structure. While the Turkmens migrated into Anatolia as aşirets following the raids that began in the eleventh century, their socio-political institutions also underwent significant transformation. The distinctive synthesis that emerged through the interaction between nomadic and feudal societies during this period constituted the principal factor behind the increasing political influence of nomads in the following centuries. Through the iqṭāʿ system and, subsequently, the timar institution, chiefs of nomadic aşirets acquired opportunities to accumulate wealth and authority based on landholding, while the political relationship of nomads continued to operate through aşirets. This new mode of accumulation enabled Turkmen leaders to be a new ruling elite grounded in territorial control. While the most significant part of the foundation of the Ottoman State was the alliance among the chiefs of the aşirets, the settlement policies implemented in newly conquered territories encouraged the sedentarization of nomadic populations and caused the disintegration of the aşirets. Among those groups that maintained a nomadic way of life, political autonomy endured as long as the socio-political organization of aşiret remained intact. Since territorial autonomy was synonymous with political influence, land policy became the defining element in the relationship between the Ottoman State and the nomads. In particular, mülks, and waqfs of the nomads inherited from the era of the Anatolian Beyliks were initially preserved within the Ottoman system. Over time, however, the centralizing policies of the Ottoman administration sought to transform these mülks, and waqfs into sipahi timars. Since these centralizing policies progressively restricted the economic and political sphere of the nomads, tensions between the Ottoman State and the nomads intensified and became an overt conflict after the sixteenth century. As a consequence of these tensions, nomadic communities were subjected to systematic settlement and deportation policies and this process gradually eliminated their political autonomy, ultimately reducing them to the status of semi-nomadic pastoralists (konargöçer).
