Özet

ÖZ Bu tez giriş ve sonuç dışında dört bölümden oluşmuştur. Tezin giriş bölümünde; hızla gelişen dünyada, polisin suç ve suçluyla mücadelesinde teknolojinin gerisinde kalamayacağı anlatılmıştır. Birinci bölümde; polis-halk ilişkilerinin öneminden, ikinci bölümde: iletişim araçlarındaki teknolojik gelişmelerden, üçüncü bölümde; bilgisayar teknolojisindeki gelişmelerden, dördüncü bölümde İstanbul Bilgi İşlem Şubesinde yapılan çalışmalardan bahsedilmiştir. Sonuçta ise iletişim teknolojilerini kullanmanın halkla ilişkilerdeki etkisi anlatılmıştır. Tezde; güçlü bir polis teşkilatı için halkla ilişkilerin önemi, iletişim teknolojisindeki yenilikler ve bu teknolojileri kullanmanın getireceği avantajlardan bahsedilmiştir. Sonuç olarak iletişim teknolojisinin halkla ilişkiler için ne kadar önemli olduğu vurgulanmıştır. Ayrıca; teknolojinin yanı sıra polisin insanlarla iyi ilişkiler kurmasının da önemli olduğu anlatılmıştır. ABSTRACT This thesis consists of four parts excluding the introduction and the conclusion sections. In the introduction, it is explained that in today's innovating world the police forces cannot stand behind the most recent technologies in their struggle against crime. In the first part, the relationship between police forces and the public, in the second part the innovations in the communication technology, in the third part the innovations in the computer sciences has been focused, in the fourth part the work that has been done in Istanbul Bilgi İşlem Division has been explained in detail. The conclusion part focuses on the impacts of communication technologies, on the public relations. The thesis focuses on how important it is for a powerful police force to be in being in good relations with the public. Then the recent developments in communication and information technologies are explained. At the end it is emphasized how important information technologies are for public relations. Beside the technologies it is also very important for the policemen to be in good relations with the public. m
