Özet
ÖZET Bilgi çağının yaşandığı günümüzde olaylar çok hızlı gelişmekte, kurum ve kuruluşlar bu hızlı gelişmelerin ortaya çıkardığı şartlara uymakta oldukça zorlanmaktadırlar. Gelişmeler o kadar hızlı olmaktadır ki bazen uzun vadeli olarak ortaya konulan hedeflere çok kısa sürelerde erişilebilmekte, belirlenen hedefler de manasını yitirmekte veya hedeflerin değişen şartlara göre revizyonu gerekmektedir. Toplam Kalite Yönetimi ve Kalite Güvencesi gibi kavramlar bu gelişmelerin sonucunda bir zorunluluk olarak ortaya çıkmıştır. Kalite Güvencesi uygulamaları, kurum ve kuruluşların çok hızlı gelişen olaylar karşısında gelişmeleri en hızlı şekilde takip ederek mükemmelliğe gidiş çabasının herhangi bir aksama yaşanmadan sürdürülmesini sağlayacak sistemli bir yöntem olarak ortaya çıkmıştır. Kısacası kalite güvence sistemi mükemmelliğe gidiş yolunda stratejik bir araçtır. Tüm dünyada kabul görmekte olan TS-EN-ISO 9000 kalite güvencesi sistem standardları yeni bir yönetim anlayışı olup kuruluş içinde tüm faaliyetlerin etkin bir biçimde yürütülmesini ve dengelenmesini sağlamakta, kalitenin sürekli gelişimi, maliyetlerin düşürülmesi, üretkenlik ve verimliliğin arttırılmasını temin etmektedir. Bu yönleriyle TS-EN-ISO 9000 standardları ülkemizdeki sanayi ve hizmet kuruluşlarının en önemli eksiği olan kurumsallaşmayı özendirici ve hızlandırıcı rol üstlenmektedir. Başta kamu kuruluşları, belediyeler, üniversiteler ve hastaneler olmak üzere diğer tüm hizmet dallarında kalite güvencesi uygulamalarının yaygınlaşması ülkemizin kalkınması ve insanlarımızın refahı açısından büyük önem taşımaktadır. Bu çabalar sayesinde hizmet kalitesi artacağı gibi bu hizmetleri alan üreticilerin imalat kalitesi de artacaktır.Bir zamanlar kalkınmanın sadece sanayileşmeden ibaret olduğu gibi bir düşünce vardı. Ancak, bugün görülmüştür ki bir ülkede sanayileşme ve kalkınmanın istenilen ölçülerde sağlanabilmesi için hizmet sektörünün de mutlaka gelişmesi gereklidir. Hatta denilebilir ki; bir ülkede hizmet sektörünün gelişmişlik derecesi, o ülkenin kalkınmışlık derecesinin bir göstergesidir. Konaklama işletmelerinde kalite güvence sistemi; turistik müşterilerin istek ve ihtiyaçlarını en ekonomik düzeyde karşılamak amacıyla, işletme içinde faaliyet gösteren tüm birimlerinde üretilen mal ve hizmetlerde kalitenin sağlanması, güvence altına alınması, sürdürülmesi ve geliştirilmesi gibi çalışmaları koordine eden etkili bir sistemdir. Dahası tüketicilerin mevcut ve gelecekteki ihtiyaçlarını en ekonomik düzeyde karşılamayı amaçlayan bir yönetim felsefesidir. Pazar şartlarının zorlaşması, tüketicilerin tercih ve davranışlarındaki değişiklikler ve eğitim düzeylerinin yükselmesi, müşterilerin yeniliklerden ve kaliteden hemen haberdar olabilme imkanlarının artması, sosyal sorumluluk duygularının ve çevre bilinçlerinin artması gibi nedenler; işletmelere, toplam kalite yönetimi ve ISO 9000 kalite güvencesi sistem standardlarına uygunluk belgelerinin alınmasında itici güç olmuştur.

SUMMARY Today, in which we are living the information age, the facts are developing very speedily, so the institutions and organizations have some difficulties to adapt themselves to the conditions caused by these speedy developments. Because of the speedy developments, sometimes, some goals planned to be reached in the long term, could be reached in very short terms, so the determined goals looses its meaning or the determined goals must be revised upon the changing conditions. Conceptions, like Total Quality Management and Quality Assurance have appeared, as a necessity and as a consequence of that kind of developments. Quality Assurance applications, have been appeared as a systematic method to continue to the works to reach the maturity, having not confronting with any defect, having been followed the developments in a most speedily manner, in front of the facts developing speedily. Shortly, quality assurance system is a strategic instrument, to reach to the maturity. TS-EN-ISO 9000 quality system standards which have taken into the consideration, worldwide, is a new management concept, assures the effective management and the equilibration within the institution and assures also, the continuous development of the quality, the decrease of the costs, the development of the reproducebility and the productivity. With these aspects, TS-EN-ISO 9000 standards have a role to promote to and to catalyze for the institutionalization for the industry and service institutions, which is the most lacking aspects of them. Growing of the quality assurance applications in all of the branches of the services, mostly in the public institutions, municipalities, universities and hospitals, has a vital importance upon the development of our country and upon the welfare of our people. Service quality will increase because of these works, and the manufacturing quality of the manufacturers fed by these services.In the past decades, it was a thought that the development consists of only by the industrialization. However, today it is determined that the services sector also has absolutely to be developed, to obtain an industrialization and development in a country, at a desirable level. Further more, one can say that: Development level of the service sector, in a country, is the monitor of the development level of that country. Quality Assurance System in the accommodation institutions, is an effective system coordinating the works to produce, to assure, to maintain and to develop the quality of the goods and services to be produced in all of the units working in the institution, to assure the requests and the needs of the tourism clients, in a most economical manner. Further, more, it is a management philosophy aiming to assure the present and prospective needs of the consumers, in a most economic manner. Toughening market conditions, changes on the preferences and on the behaviours of the consumers and the increase on their educational level, increasing of the possibilities to be informed on the newness and on the quality for the clients, on a short time, some reasons like the increasing of the social responsibility and the environmental conscience, have been the propulsive force to obtain Certificates on the" Conformity on the Quality Management and on the ISO 9000 Quality Assurance System Standards.
