Özet
ÖZET Bu araştırmanın amacı, Adalet Bakanlığı'na bağlı olarak iki yıldır hizmet veren Ceza İnfaz Kurumları Personeli Eğitim Merkezi'nin, F tipi cezaevlerinde göreve yeni başlayan infaz ve koruma memurları için hazırladığı ve uyguladığı hizmet içi eğitim programının değerlendirilip geliştirilmesidir. Araştırmada problem, yöntem, bulgular ve yorumlar, sonuç ve öneriler olmak üzere dört bölüm bulunmaktadır. Araştırma, ilişkisel tarama türünde yürütülmüştür. Araştırmanın çalışma grubunu, F tipi cezaevlerinde göreve yeni başlayan ve Ceza İnfaz Kurumları Personeli Eğitim Merkezi'nde Ocak/Şubat 2002 döneminde eğitime alınan 178 infaz ve koruma memuru ile birlikte, adı geçen eğitim merkezinde görevli 1 1 öğretici oluşturmaktadır. Araştırmada veriler, dört tür veri toplama aracı ile toplanmıştır. İnfaz ve koruma memurlarının, uygulanan hizmet içi eğitim programının hedefleri doğrultusunda başarısını ölçmek üzere 100 maddelik öntest-sontest kullanılmıştır. İnfaz ve koruma memurları için düzenlenen hizmet içi eğitim programlarını, katılımcıların görüşleri doğrultusunda incelemek amacıyla 28 maddeli beşli dereceleme ölçeğinden ve açık uçlu sorulardan oluşan anket kullanılmıştır. Araştırmacı tarafından geliştirilen bu iki ölçme aracının ön uygulaması yapılmış, güvenirlik testleri gerçekleştirilmiş ve geçerlik için araçlar ilgili uzmanların görüşlerine sunulmuştur. Araştırmada kullanılan üçüncü ölçme aracı olan ve 40 madde, üç bölümden oluşan gözlem formu, öğrenme-öğretme sürecinde öğreticilerin davranışlarının incelenmesi amacıyla kullanılmıştır. Araştırmada ihtiyaç duyulan katılımcılara ait bazı bilgiler, katılımcı bilgi formu yardımıyla toplanmıştır. Araştırmada elde edilen veriler, SPSS programı kullanılarak çözümlenmiştir. Katılımcıların kişisel özellikleri ile katılımcıların başarıları arasındaki farklılığı incelemek için nonparametrik istatistik yöntemler ve ilişkisiz t testi kullanılmıştır. Öntest-sontest sonuçlarından elde edilen veriler ilişkili t testi ile karşılaştırılmıştır. Anket yolu ile elde edilen veriler ivfrekanslardan, yüzdelerden ve aritmetik ortalamalardan elde edilen sonuçlar ışığında yorumlanmıştır. Gözlem yolu ile elde edilen veriler yüzde ve aritmetik ortalamalardan yararlanılarak yorumlanmıştır. Araştırmada, katılımcıların bazı kişisel özelliklerine göre programdaki başarıları arasında anlamlı bir farkın olmadığı, uygulanan eğitim programının tüm derslerde etkili ve başarılı olduğu, fakat bazı konularda hedeflere beklenen düzeyde ulaşılamadığı sonucuna ulaşılmıştır. Öğreticilerin, derse başlangıç ve dersi sunuş davranışlarının ve mesleki değer ve alışkanlıklarına ilişkin davranışlarının tümüne ilişkin iyi düzeyde oldukları, dersi sonuçlandırma davranışlarının tümü ile ilgili olarak orta düzeyde oldukları sonucuna ulaşılmıştır. Ayrıca, uygulanan hizmet içi eğitim programının katılımcıların görüşlerine göre oldukça etkili olduğu saptanmıştır.

ABSTRACT The purpose of this research is to evaluate and develop the in-service educational curriculum prepared and carried out for the prison guardians who recently started working in F Type Prisons belonging to the Education Center for the Staff of Crime Execution Institutions serving for two years, depending on the Ministry of Justice. The research was carried out in the sort of relational scanning. The working group of the research was composed of 178 prison guardians who recently started working in the F Type Prisons who also started training in Jan./Feb. 2002 Term in the Education Center for The Staff of Crime Execution Institutions and 11 teachers who were in charge inthe above- mentioned education center. The data in the research were collected by means of four different data collecting devices. A one-hundred item pretest-posttest was used in order to measure the success of the prison guardians in the direction of the aims of in-servise education curriculum. A questionnaire composed of the 28- item fivefold grading scale and open ended questions in order to investigate these in-servise curriculum the participants' points of view was used. The preliminary application of these two measurement devices developed by the researcher was performed, the reliability tests were realized and these devices were presneted to the related experts for the validity. The observation form, which was used in the research as the third measurement device and which consisted of 40 items and three parts, was used so as to examine the behavior of the teachers in the process of learning-teaching. The necessary information about the participants was collected through the participant information form. The data obtained in the research were solved using the SPSS programme. Nonparametric statistical methods and the independent-samples t test were used to investigate the differece between personal characteristics of the participants and the success of the participants. The data obtained vifrom the pretest-posttest results were interpreted in the light of the results were compared with the paired-samples t test. The data obtained through the questionnaire were interpreted in the light of the results obtained from the freguancies, percentages and arithmetic averages. The data obtained via observation were interpreted by making use of the percentages and arithmetic averages. In the rsearch, it was established that, according to some personal features, the participants didn't have a signifacant differece between their success in the curriculum, and the educaiton curriculum applied was effective and successful in all courses, but the aims in some subjects weren't reached on the anticipated level. It was also found out that the teachers were considerably on a good level in the behavior of starting and presenting the lesson and in the behavior of vacational valve and hobbies, but they were on a moderate level in the behavior of finishing the lesson. Furthermore, according to the participants, it was determined that the in-servise education curriculum applied was quite effective. vu
