ÖZET ENDÜSTRİ MESLEK LİSELERİNDE TOPLAM KALİTE YÖNETİMİNİN UYGULANABİLİRLİĞİ Bilim ve teknolojinin büyük bir hızla gelişmesi sonucu, artan kaliteli eleman ihtiyacının karşılanması açısından eğitimin önemi her zamankinden daha fazla ön plana çıkmıştır. Ülkemizin teknolojik gelişmelere ayak uydurması için mesleki ve teknik eğitim okullarının mevcut eğitim ve öğretim müfredatının geliştirilmesi ve verimli hale getirilmesi gelişimin en önemli adımıdır. Dünyadaki bütün gelişmiş ülkeler, TKY modelini benimsemiş ve bunu uygulamaya koymuştur. Yapmış olduğumuz tez çalışması sırasında TKY anlayışının eğitime uygulaması ile ilgili çalışmaların özellikle son iki yıldır yoğunlaşmış olduğu gözlenmiştir. Ben bilincim silip, biz bilincini yerleştiren bu felsefenin, eğitim sektörüne de basan ve kaliteyi getireceği şüphesizdir. Bu düşünce ile yapılan çalışmada, Toplam Kalite Yönetiminin Endüstri Meslek Liseleri'nde sürekli iyileştirme çalışmaları vasıtası ile bu okullardaki başarıyı arttırmadaki etkisi gözlenmiştir. İlk bölümlerde literatür taraması yapılarak, kalite kavramı, TKY, kalite çemberleri, kalite çemberinde kullanılan araçlar ve teknikler ile eğitimde TKY konusunda bilgiler verilmiştir. Tezin uygulama kısmının başlangıcında öğretmen ve öğrencilerle kalite çemberleri kurularak, sınıf ve ders seçimine karar verilmiştir. Daha sonra öğretmen ve öğrenciler ile TKY hakkında bilgilendirici toplantılar yapılmış ve ilk olarak mevcut sorunlar tespit edilmiştir. Tespit edilen sorunlar, belirli başlıklar altında toplamak amacıyla balık kılçığı (sebep-sonuç) diyagramına aktarılmıştır. Sorunların giderilmesi için öğrenci ve öğretmenlerle belli periyotlarda toplantılar yapılmış ve sonuçta öğrencilerin başarı durumları karşılaştırılmış ve başarının arttığı gözlenmiştir. Somut olarak, I. Dönem 1. yazık başarı oram % 26.3 iken I. Dönem sonunda bu oran % 44.7'ye, yıl sonunda da % 81.5'lik başarı oranına ulaşılmıştır. vuSonuç olarak, başarılı bir eğitimin temel öğeleri olan öğretmen ve öğrencilerin, TKY felsefesi rehberliğinde sorunların çözümüne somut katkılarda bulundukları gözlenmiştir. ABSTRACT THE APPLICATION OF TOTAL QUALITY MANAGEMENT AT THE INDUSTRY OCCUPATIONAL HIGH SCHOOLS As a result of big progress in science and technology, from the supplying of increasing needs of qualified staff point of view, importance of education has increased more than before. For our country adapting of tecnological improvements, it was the biggest improvement step to develop and make productive the existing programmes of professional and tecnical schools. All developed countries in the world has accepted and applied TQM model. During our thesis, it has beeen observed that some studies related to the applying of TQM understanding to education process has increased especially for last two years. It is clear that philosophy of“us”instead of“me”will bring the success and quality to education sector. In the study, made with this in mind, the impact on increasing the success of indusrty occupational high schools via continuos improving studies of TQM on these schools have been observed. In the beginning chapters, information about quality concept, TQM, quality circles, tools and technics used in the quality circle and TQM in education are given by searching the literature. In the beginning of the Application Chapter (or division) of the Thesis, we decided to choose class and lecture by assembling quality circles with teachers and students. Afterwards we made meetings with teachers and students for giving information about TQM and at first current problems have been detected. Detected problems have been converted to cause-effect diagram with a purpose of summarization under specific headings. Some meetings held on with teachers and students for removing detected problems and at the end, success of students have been compared with the previous results. It has been measured that students are more successful with the applied method. In concreate terms, a 26.3% success ratio of first IXexam in the first semester, has been increased to 44.7% at the end of semester, added to this a 81.5% ratio has been reached at the end of year. As a result, it has been observed that teachers and students, main hems of a successful education, have contributed to solution of the problems with the guide of TQM philosophy.
