Özet
ÖZET Günümüzde, ekonomik, sosyal, kültürel ve teknolojik alanlardaki gelişmeler sonucu, kamu yönetiminde, hizmetlerin daha etkin yapılmasına olanak veren yeni yönetim kavramları ortaya çıkmıştır. Bilgi toplumuna geçişte kamu yönetimi de, yeniden bir yapılanmaya tabi tutulmaktadır. Eş zamanlı olarak, dünyada demokrasi anlayışındaki gelişim; bir yandan küreselleşme süreci yaşanırken, aynı zamanda da yerelleşme eğilimlerinin güçlenmesi, yerel yönetimlerin kamu yönetimindeki payı ve etkinliğini arttırmaktadır. Yerel yönetimlerin etkinliğindeki artış, anlayış ve bilgi altyapısı açısından bir değişim yaşamalarını zorunlu kılmaktadır. Yerel yönetimler, bilgi ve iletişim teknolojileri sayesinde, vatandaşlara daha demokratik, katılımcı, etkin ve şeffaf bir yönetim sunma imkanına kavuşmuşlardır. Ülkemizde bilgi teknolojilerinden özellikle bilgisayarlara, Yerelnet'in de etkisiyle, büyük hacimlerde yatırımlara gidilmesine rağmen, bunları etkili kullanıma yönlendirecek otomasyon ve kent bilgi sistemleri boyutuna fazla önem verilmediği ya da en azından bu sistemlere örgütü yenileme ve etkinleştirmede bir araç olarak bakılmadığı gözlenmektedir. Benzer şekilde, Internet' e açılan belediyelerin sayısındaki artış umut verici görünmekle birlikte, belediyelere ait web siteleri incelendiğinde henüz belediyelerin birçoğu Internet'i ve bu yeni teknolojinin sunduğu olanakları yeterince kavramış oldukları söylenemez. Öyle ki pek çok belediye için web sitesi bir broşür görünümü taşımakta ve Internet' e tek taraflı bir tanıtım aracı olarak bakılmaktadır. 98

ABSTRACT In conclusion with developments in the economical, sosiological, cultural and technological fields, new administrative concepts, making it possible for service to be made more efficiently, have arousen. In transfer to information community, the administrative activities of the government are also subject to re-construction. Synchronically, the development of the understanding of democracy in the world; while a development period is going on, and at the same time the gain of power in localization tendencies, increases the share and efficiency of local governments in the administrative activities of the government. The increase in efficiency of the local governments forces them to undergo an alteration on grounds of understanding and information. With the support of information communication technologies, local governments have reached the point of introduction to a more democratic, contributive, efficient and transparent administration. In our country, it is observed that despite invesments in large volumes with the effect of the Yerelnet, not much deal of interest is put into infomation technologies, especially computers, and the otomation which will lead them to an efficient utilization also with the dimension of information systems of cities or that at least these systems are not seen as a tool for revision and activation of organization. In the same manner, by the hopeful observation of the increase in the number of municipalities being introduced to the internet, when web sites belonging to municipalities are examined, it is impossible to say that a majority of them have comprehended the use of the internet and the benefits this new technology has to offer. As so, for a majority of municipalities, a web site is nothing more than a view of a brochure and the Internet is seen as a sided tool of advertisement. 99
