Özet

193 ÖZET Doğal, çevresel ve kültürel kaynaklardan en çok yararlanan ve onları, doğrudan bir sermaye olarak kullanan sektörlerden biri olan turizm sektörü, sürdürülebilir kalkınma açısından, ayrı bir önem taşımaktadır. Bu bağlamda,“çevre-turizm”ilişkisi ve sürdürülebilirliklerinin incelenmesi, bu çalışmanın amacını oluşturmaktadır. Çalışmanın konusu,“turizm-çevre-planlama”bağlamında, turizm etkinliklerinin ortaya çıkardığı çevre sorunlarının saptanması ve çözüm önerilerinin geliştirilmesidir. Bu çerçevede çalışma, giriş ve sonuç bölümleri dışında 3 bölümden oluşmaktadır. Disiplinlerarası bir yaklaşımla, çalışmanın birinci bölümünde, ilk önce bir durum saptaması yapmak amacıyla, turim-çevre ilişkisi; daha sonra turizmin çevre üzerindeki etkileri ve çevrenin turizm üzerindeki etkileri incelenmiştir. Bu genel bilgiler bağlamında, son yıllarda gündeme gelen alternatif turizm türlerine değinilerek, bunların hepsini içine alan“çevreye duyarlı (sürdürülebilir) turizm”, bileşenleri ve gereklilikleriyle ele alınmıştır. İkinci bölümde, yapılan saptamaların ışığı altında çalışmanın temelini oluşturan varsayımları sınayabilmek amacıyla, turizm-çevre- planlama arasındaki ilişki irdelenmiştir. Çevreye duyarlı turizmin ülkemizde uygulanabilirliği sorgulanmıştır. Üçüncü bölümde ise, çevreye duyarlı turizm gelişimi doğrultusunda“Pamukkale Koruma Amaçlı İmar Planı ve Uygulaması”çalışmaları incelenmiştir. Bu örnek olay incelemesi, birinci ve ikinci bölümde yapılan, kuramsal açıklamaların somuta indirgenmesine yardımcı olmuştur. Bu çalışma sonucunda, çevre koruma ile birlikte ele alınmadığı takdirde turizmin, ekolojik dengeyi kolaylıkla bozabilecek bir yapıya sahip olduğu; dolayısıyla, ekosistemin taşıma kapasitesinin, bu alanlar için yapılacak planların sınırlarını belirlemesi gerektiği; planların, sistemin tüm öğeleri arasında“parça-bütün”ilişkisinin kurulması, yerel özelliklere bağlı olarak,“koruma-kullanma”dengesinin sağlanması amacıyla üretilmesi gerektiği saptanmıştır.194 Sonuç olarak, turizm gelişiminin devamının sağlanması için, turizmi besleyen ve turizm gelişiminin hem kaynağı hem de sınırı niteliğindeki, doğal, çevresel ve kültürel değerlerin, korunmasının ve geliştirilmesinin gerekliliği; bu kaynakların,“koruma-kullanma”dengesi içinde kullanımının sağlanması gerektiği, turizm-çevre- planlama ilişkisinin, sürdürülebilir bir çerçevede ele alınması gerektiği ortaya koyulmuştur.

195 SUMMARY The tourism sector, which makes use of the natural, environmental and cultural resources and uses them directly as a capital is significant for sustainable development. In this context, the analyses of the relationship between“environment and tourism”and their sustainability are the basic purposes of this study. The subject matter of this study is to demonstrate the environmental problems caused by activities related to tourism and to elaborate on solutions to those problems within context of the concepts of“tourism-environment -planning”. In this context, this study consists of 3 chapters apart from the introduction and the conclusion. In the first chapter, with an interdisciplinary approach, the relationship between tourism and environment have been analysed and secondly the effects of tourism on environment and vice versa have been examined. On the basis of this general information, different types of alternative methods of tourism have been taken into consideration, together with the concept of“(environmentally sensitive) sustainable tourism”which covers all those different alternatives, have been analysed taking into account its components and requirements. In the second chapter, in the light of those findings in order to test the thesis of the study, the relations between tourism-environment and planning have been analysed. In the third chapter, the“Pamukkale Conservation Plan”have been examined in the light of environmentally sensitive tourism development. The examination of this case study assists to demonstrate the practical aspect of those theoretical analyses provided in the second and third chapters. As a conclusion of this study, it can be stated that tourism has to be taken into account together with the environment and that otherwise it has the potential of damaging the ecological balance. Thus, the carrying capacity of the ecosystem has to define and state the limits of those plans designed for those areas; whereas the plans produced have to establish the“part- whole”relation between all the elements of the system, and that in connection with the local particularities, those plans need to be196 produced with an aim to strike a balance between“protection (preservation) and As a conclusion, it is argued that, in order to maintain the development of tourism, the natural, environmental and cultural values which nourish this sector and form both its resource and its limit, need to be protected and improved; and that those resources should be used by way of striking a balance between ”protection and usage". Furthermore, the relations between tourism-environment and planning should be taken into account in the context of sustainability.
