Özet
ÖZET Sosyal koruma sistemi, sosyal dayanışma yoluyla gelir güvencesi sağlar. Gelir güvencesi gelirin yalnızca yeterli olması değil, aynı zamanda düzenli olmasıdır. Gelir güvencesi çalışanların, ailelerinin ve tüm toplumun refahı için önemlidir. Aynı zamanda, toplumsal barış, sosyal ve siyasal katılım, demokrasinin gelişmesi için de önemlidir. Bu bağlamda, sosyal koruma insan onuruna, eşitliğe ve toplumsal adalete katkıda bulunur. Sosyal koruma, işgücü piyasanın zorunlu bir bileşenidir. Uygun işin temel niteliklerinden biri, herkesin sosyal koruma hakkına sahip olmasıdır. Sosyal koruma sağladığı sağlık bakımı, gelir güvenliği ve sosyal hizmetler ile verimliliği arttırır. İşgücünün uyumunu ve akıcılığını gerektiren yapısal ve teknolojik değişimleri kolaylaştırır. Sürdürülebilir ekonomik ve sosyal gelişmenin temel bir aracıdır. Sosyal koruma işletmeler için bir maliyettir, ancak, aynı zamanda işgücünün potansiyeline yapılmış bir yatırımdır. Yüksek sosyal güvenlik katkıları veya ücret üzerinden alınan vergiler yoğun bir tartışmanın konusudur. İşverenler tarafından ödenenler de dahil olmak üzere, katkıların yükü, daha düşük ücretler biçiminde işçiler tarafından taşınır. Sosyal güvenlik katkılarının işsizlik üzerinde uzun dönemli etkisi yoktur. Yaygın inancın aksine, işsizlik, istihdam ve ekonomik büyüme gibi ekonomik performans göstergeleri ile sosyal koruma harcamaları arasında düzenli bir ilişki yoktur. Yapısal uyum politikaları, sosyal korumayı her zamankinden daha çok zorunlu hale getirmektedir. İnsanlar artan bir biçimde küresel ekonomik risklerle karşı karşıya kalmakta ve gelir güvencesizliği dünyada artmaktadır. Sosyal koruma sisteminin krizlerin, risklerin ve gelir güvencesizliğinin çoğu olumsuz sosyal etkilerine karşı, güçlü bir destek sağladığı gerçeği üzerinde artan bir uzlaşma vardır.

ABSTRACT Social protection system provides income security through social solidarity. Income security is not only about the adequancy, but also about regularity of income. Income security is important for the well-being of employees, their families and the entire society. It is also important for social peace, social and political inclusion and the development of democracy. In this context, social protection can contribute to human dignity, equity and social justice. Social protection is a necessary component of labour market. One of the essential features of decent work is that everbody is entitled to social protection. Social protection enhances productivity by providing health care, income security and social services. It facilitates structural and technological changes which require an adaptable and mobile of labour. It is an instrument for sustainable social and economic development. Social protection is a cost for enterprises, but, it is also an investment for potential of labour. High social security contributions or payroll taxes are a subject of intense debate. The burden of contributions, including those paid by employers, is carried out by workers in the form of lower wages. Social security contributions have no long-run impact on unemployment. Contrary to the widespread belief, ther is no systematic relationship between social protection expenditure and measures of economic performance such as unemployment, employment and economic growth. Structural adjustment policies necessitates social protection more than ever. People are increasingly exposed to global economic risks and income incesurity increases throughout the world. There is a growing consensus on the fact that national social protection system can provide a strong support against many of negative social effects of crises, risks and income insecurity. VI
