Özet
ÖZET Araştırmamızda işçi sağlığı ve iş güvenliği konusu Kalkınma Planlan çerçevesinde incelenmiştir. Konu ile ilgili kaynaklar araştırılmıştır. îşçi sağlığı ve iş güvenliği konusu ile ilgili kavramlar açıklanmış, konu sosyal, ekonomik ve hukuki boyutları ile ele alınmıştır. Kalkınma planlan ve icra planlanndaki işçi sağlığı ve işçi güvenliği konusu ve bu konu ile ilgili sorunlar ve çözümlerine yönelik önerileri incelenmiştir. Çalışmamız genel bir değerlendirme ile sona ermektedir. İşçi sağlığı ve iş güvenliği konusu Birinci Beş Yıllık Kalkınma Planından itibaren bütün Kalkınma Planlannda yer almıştır. Ancak konu ile ilgili bulunan sorunlar çözüm yerine her planda bir sonraki plana aktanlmaktadır. Bu durum ise sorunların büyümesine yol açmaktadır. Avrupa Birliğine giriş süreci içerisinde insan sağlığını korumayı amaçlayan bu konunun önemi önemi büyüktür. Planlarda işçi sağlığı ve iş güvenliği sorunları belirtilmekle beraber bu sorunlara yönelik çözüm önerileri bir sonraki plana devredildiğinden dolayı sorunların çözümü gittikçe güçleşmektedir.

II SUMMARY The research is analysed from the perspectives of the workers health and the working security items and the improvement plans. The data is collected worker health and working security are all explained in the lights of the socials and economic and law aspects. The proposals of the improvement and plan usings, worker health and working security and the related problems are all searched. The research ends with a general evaluation. Worker health and the working security items are all on the scene in the improvement plans, beginning from the first five years plan. But the problems in the plan are postponed for the following ones. This situation makes the problems bigger. For being a member of the E.C.(European Council) secure working conditions are inevitable. In the plans the answers to the problems are postponed and the because of this problems get very big gradually.
