Özet
V ÖZET ISO 9001:2000 kalite yönetim sistemi; dünya şirketi olmaya aday kuruluşlara müşteri ihtiyaç ve beklentilerini belirleme, tanımlama ve karşılama yolunda politika ve hedefleri oluşturma ve bu hedefleri başarma için kılavuzluk eden bir standarttır. Standart; minimum gerekleri belirlemiş olup kuruluşların ihtiyaç ve hedeflerine göre, bu sistem genişletilebilir ve toplam kalite yönetimine geçişe bir adım haline getirilebilir. Sistemin isteyerek ve anlayarak uygulanması, kuruluşlara kalıcı ve kendini sürekli geliştiren kalite başarısını yakalama firsatı sunmaktadır. Bu çalışmada kalite ve kalite sistemlerinin tarihsel gelişimlerinden başlanılarak ISO 9001:2000 kalite yönetim sistemi ve gerekleri açıklanmıştır. Öncelikle ISO 9001:2000 kalite yönetim sisteminin tanımı, ilkeleri, kapsamı, uygulama alanları, belgelendirme süreci ve süreç yaklaşımı ile ilgili bilgi verilmiştir. Daha sonra ISO 9001:2000 kalite yönetim sisteminin gerekleri alt başlıkları ile birlikte açıklanmıştır. Çalışmanın uygulama bölümünde, bir tekstil sanayi işletmesinde ISO 9001:2000 kalite yönetim sisteminin gereklerine dayalı olarak kalite el kitabının hazırlanması, prosedür ve talimatların oluşturulması, müşteri memnuniyetinin ölçülmesi ve değerlendirilmesi yer almaktadır. ISO 9002:1994 kalite güvence belgesi olan bu işletmenin ISO 9001:2000 kalite yönetim sistemini kurması, belge almada dikkate alınacak hususlar ve izlenecek yol bir sistem yaklaşımı çerçevesinde ayrıntılı olarak incelenmiştir. Uygulama yapılan işletmenin kalite sistemi 1994 ve 2000 revizyonları açısından karşılaştınlmıştır. 1994 standardında sistem kurulurken karşılaşılan zorluklar, bu zorlukların 2000 revizyonu ile ne derece giderildiği, 2000 yılı revizyonunda yaşanılan uygulama zorlukları tespit edilmiştir. VI ABSTRACT ISO 9001:2000 quality management system is a set of standards that guide the firms desiring an international market share in their efforts to develop and achieve strategies and goals to determine, define, and meet the customers' needs. This set of standards can be enhanced according to the needs and goals of the firms that have already determined the minimum requirements and can act as a step to the total quality management. The implementation of the system willingly and with a full understanding of the procedures offers the firms an opportunity to achieve a permanent success in attaining quality that lends itself to continual improvement. In this study, ISO 9001:2000 quality management system and its requirements are explained. First, the definition, the principles, the scope, the application areas, and the certification process and process approach pertaining to ISO 9001:2000 quality management system are discussed. Later, the requirements of the ISO 9001 :2000 are explained with their pertinent corresponding subheadings. In the application section of this study, the preparation of a quality manual for a textile firm based on the requirements of ISO 9001:2000 quality management system, the establishment of the procedures and the instructions to that effect, and the measurement and evaluation of the customer satisfaction are covered. The establishment of the ISO 9001:2000 quality management system for the above mentioned textile firm that already possesses the ISO 9002:1994 quality assurance certificate, the issues that need to be considered for the certification process and the procedures to be followed are analyzed in detail within the scope of the systems approach. This textile firm's quality management system is examined and compared with respect to 1994 and 2000 revisions. The difficulties encountered in the establishment of the system according to 1994 standards, the extent of success in overcoming these difficulties with the establishment of 2000 revisions, and the difficulties encountered in the application of the 2000 revisions have been analyzed.
