Özet
ÖZET Bu araştırmada, Milli Eğitim Bakanlığı denetim alt sisteminde yer alan ilköğretim müfettişlerinin yaşadıkları sorunlar anlaşılmaya çalışılmıştır. Bu saptamada sorunlar; görev, yapısal-yönetsel ve kendini geliştirme-mesleki haklar şeklinde üç boyut olarak ele alınmıştır. Ayrıca bu sorunların müfettişlerin görev yaptıkları il, branşları, müfettişlikteki kıdemleri ve doğdukları ilde görev yapıp yapmama gibi değişkenlere göre anlamlı farklılık gösterip göstermediğine de bakılmıştır. Araştırmanın amacı, ilköğretim müfettişlerinin sorunlarının tesbiti suretiyle, ilköğretim müfettişlerinin sorunları konusunda bilimsel veriler sağlayarak bu sorunların çözülmesi, denetim sisteminin sağlıklı ve etkili bir yapı ve işleyişe kavuşması için yöneticilere ışık tutmaktır. İlköğretim müfettişlerinin sorunlarına ilişkin veriler, araştırmacının geliştirdiği ve beşli derecelendirme ölçeğine göre hazırlanan“İlköğretim Müfettişlerinin Sorunları Anketi”ile IV. hizmet bölgesinden sağlanmıştır. Örneklem oluştururken, anketin geçerlilik ve güvenirliğinde temel alman Sivas ili hariç tutularak evreninin tamamına ulaşılması hedeflenmiştir. Verilerin çözümlenmesinde; sorunlarının düzeyini anlamak üzere aritmetik ortalama ve standart sapma tekniklerine başvurulmuştur. Öte yandan, aritmetik ortalamalar arasında değişkenler açısından fark olup olmadığını anlamak üzere de t testi ve tek yönlü varyans analizi işlemleri kullanılmıştır. Ayrıca farklı görüşlerin kaynağının belirlenmesi için de Tukey testi uygulanmıştır. Araştırma sonunda elde edilen bulgular şunlardır: 1- İlköğretim müfettişlerinin tüm boyutlardaki sorunlara ilişkin algıları“Katılıyorum”düzeyinde iken görev boyutundaki soranlara ilişkin algıları“Katılıyorum”, yapısal-yönetsel boyuttaki sorunlara ilişkin algıları“Katılıyorum”, kendini geliştirme-mesleki haklar boyutundaki sorunlara ilişkin algılan“Tamamen Katılıyorum”düzeyindedir. 2- İlköğretim müfettişlerinin görev, yapısal-yönetsel, kendini geliştirme- mesleki haklar boyutu ve tüm sorunlarına ilişkin görüşleri arasında ii“Kıdem”,“Branş”ve“Doğduğu ilde görev yapıp yapmama durumlarına”göre anlamlı farklılık yoktur. 3- İlköğretim müfettişlerinin görev, yapısal-yönetsel, kendini geliştirme- mesleki haklar ve tüm boyutlardaki sorunlara ilişkin görüşleri arasında“görev yaptıkları illere”göre anlamlı farklılık bulunmuştur. m

SUMMARY In this study the problems experienced by the elementary school inspectors who are placed at the sub inspection system of Natioanal Education Ministry are tried to be understood. The questions in the study are investigated as three dimensions which are duty, structural-administrative and self-development- professional rights. Additionally, it has also been tried to clear these questions as to the variables such as provinces where the inspectors are working, seniority in inspection and working or not working in the provinces where they were born. The purpose of the study is to solve problems by supplying scientific findings in respect with the problems of elementary school inspectors and to light administrators about the effective and sufficient inspecting system. The findings relating to the questions of elementary school inspectors were supplied by“Survey of Questions in respect with the Elementary School Inspectors”developed by the researcher and arranged as a scale of degree with five from region of IV. service. While the sampling is formed it has been tried to reach the whole scope except to Sivas province which is based as the validity and credibility of the survey. In the analyzes of findings the techniques of arithmetical avarage and standard deviation are used in order to understand the levels of questions. On the other hand, t test and one way variance analyzes processes are used in order to mark if there were differences among the arithmetical averages in terms of variables. Additionally, Tukey test was applied in order to define the source of different views. The findings reached are as follow: 1- While the perception of all the elementary school inspectors to the questions with all dimensions is“I agree”, to the questions about duty dimension is“I agree”, to the questions about structural-administrative is“I agree”and to the questions about self-development- vocational rights is“I agree wholly”. 2- Among the views of ir/öp^otors relating to duty, structural-administrative, self-development, dimension of vocational rights there are no any İvdistinctive difference according to“seniority”,“branch”and“working in the province where they were born”3- Among the views of inspectors relating to duty, structural-administrative, self-development, dimension of vocational rights there are distinctive difference according to“working in the province where they were born.”
