Change in the approach for public role in business in Turkey reflects the evolution in the world . After the crisis in 1970?s as a reaction to welfare state practice diminishing public sector operations has come into the picture. In parallel to the transformation in the world Turkey has taken basic steps for transition to liberal economy. Particularly for natural monopoly and strategic importance electricity sector was operated by state organizations, after 1980?s new regulations have been made to provide private sector to take part in electricity field, these endevaours included restructuring of organizations in the sector.. In this period, electricity sector was appraised as public service and in this framework private sector to make participation of private sector by concession agreements was kept in the foreground. For the investments of private sector state purchase guarantees were given by the state. Change made in the Constitution in 1999 is an important stage to involve private sector in electricity sector and as it includes changes to supply service by other methods in addition to concession agreements. Electricity Market Law enacted after Constitution amendment brought new changes in electricity market operations and important administrative structure changes have arisen as Energy Market Regulatory Authority EPDK has been established by this law. In this law privatization has been stated necessary to operate the designated market structure. When it is considered that in this legislation Energy Market Regulatory Authority has authorization to regulate, monitor, make sanctions, dispute resolutions in the sector importance of the practices to be made by this organization can be seen. In this study role of privatization in the sector is discussed in relation with regulatory authority model considering pecularities of the sector
