SUMMARY LOCAL GOVERNMENT IN THE SOCIO-ECONOMIC DEVELOPMENT PROCESS Local government is a type of organization in which the land is the basis of the state's power and local communal power is directly in command of the public authorities. This institution has emerged on the scene of history alongside the state and existed in different forms in different societies during different periods. In western societies the institution of contemporary local governments came into existance only after the resistance of medieval urban administrations (corporations) had been destroyed by central capitalist state, in other words, local governments of the feudalism had been liquidated by the capitalist state. The success of the establishment process depended on the social revolutions which enabled transfer of politi cal power to the“new class”. Contemporary local governments came into question in the 19 th century in Eastern societies, as well. Institutionali zation in these countries was realised through feodal state and the cadres of the“enlightened monarchies”. The difference between the Eastern and Western world appears right at this point. And whatever the reason was for the failure of the“enlightened monarchies”so was it for the Eastern monarchies. The institution of modern local government is an organic part of the capitalist state. It has three main functions: to carry out the order at local level, to ensure reproduction of labour force, and to contribute to the capital accumulation. In Western societies local governments have undertaken all these three main functions, with a special emphasis on the second one. Under the less development conditions and in Turkey they exhibit a mono functional structures. Local governments in Turkey are characterized by their contributive function to the accumulation of capital. Their contri bution is direct by various means of transferring the state land to the private ownership; by undertaking transportation, physical infrastructure, and commercial superstructure services as well as costs in the name of capital; and by transferring resources to certain capital groups through expenditures. The mono functional structure having all these characteristics causes the local governments to acquire a central position in view of secondary sharing relations. Like all the other social sectors, industrial capital takes its place in these relations. Besides, central government provides direct protection for fullfilment of conditions required for the maintenance of capitalist production. Thus, although industrial capital takes its place in the sharing relations and its share in secondary sharing, it is also protected from high urban costs. And this feature shows that local government in Turkey are assigned to provide capitalist reproduction conditions rather than capitalist production. Local governments in Turkey are administrative units which provide capitalist reproduction conditions, contribute in the capital accumulation and are distinguished with its regulatory role in secondary sharing relations. For this reason, the possi bility of using them in favour of working class falling outside the scope of secondary sharing relations is extremely restricted.
