SUMMARY This research consists of the problems of the mathematics program which was put in to practice in the primary schools in the educational year of 1982, in Turkey the coherence "between the objectives and the main goals of the primary schools; the coherence between its object!^ ves and the contents; the teachers evaluations related to the suitability of the program to the students! level. The data of the research have been compiled with the guestionnaire of the goals. The basis of research is the teachers working in the central-primary schools in Ankara in the academic year of 1991-1992 the total sample is the 175 teachers. 105 of the teachers are chosen from 7 primary schools in Sincan, a district of Ankara which is known to have low socio-economical level; and 70 of the teachers are from 3 primary schools which are known to have high socio-economical status, The guestion naires are evaluated by computers a ad the data are tested through chi-sguare analysis and percentiles the results of the research are as follows-, 1-The period for lecturing maths is found to be in sufficient. 2-ît is considered that the teachers are in need of guidance albout the programme. 5-It is found that the reources and the equipment to carry out the lessons are insufficient; 4- The closses ar found to be over-crovded While the classrooms are sufficient enough. 5- It is observed that the schools with high socio-economical level are successful in education. 6-Tt is observed that the general objectives of the primary school are coherent with the new principles of the maths program. IV-7-The Unity between the content and ad the objectives of the maths program is not at the expected level 8- The teachers accepted that, the maths program in general is suitable to students ' level ad to the taxonomy of the cognitive domain 9-The program has been found in sufficient by the teachers since it does not cover students' needs interests, problems and help the students to choose maths an their profession. Moreover it has been claimed that the program is inadequate to overcom the local differences. 10-There is a consehbub amog the teachers that it is possible to attoin the abjectives of the program in suitable educational conditions, with in a certain period and that the program includes behavioral objectives.
