Özet
Halk kendisi için çalışan, güvenliğini sağlayan adil hükümdarlara rıza gösterir. Eğer hükümdar despot olursa halkı zorla itaate mecbur eder. Böyle bir devlette mutluluk ve refah olmayacağı gibi halk kendine yeni bir hükümdar aramakta geç kalmaz.Eski Yunan devletlerinde, halkın iktidarlar tarafından despotça yönetimi birçok filozofu bu konuda düşünmeye itmiştir. Bu dönemdeki ana sorun, halk tarafından kabul gören meşru bir iktidarın nasıl oluşturulması gerektiğidir. Yunanlı filozoflardan da etkilenen Selçuklu düşünürleri ve devlet adamları, dönemlerinin iktidarını yönlendiren bir nevi sınırlandıran siyasetname adı verilen eserler yazmışlardır.Selçuklu Devleti her ne kadar Büyük Sultan'a Tanrı tarafından verilmiştir klişesiyle meşruiyet sağlanmaya çalışılsa da Büyük Sultan gücünü Komutan ve Büyükler ile paylaşmaktadır. İktidarı paylaşan kesimler egemenliklerinin sürekliliği açısından halkın rızasına sahip olabilmek için yoğun çaba göstermişlerdir. ?Halkın iyilik için yaptığı dua daim olunca, o mülk payidar olur? ya da ?mülk küfürle devam eder, zulümle devam etmez? diyen Nizamülmülk hükümdarın yaptığı bütün işlerde halkın rızasına başvurmasını konu edinmektedir.

Communities tend to obey to those governors who works for their welfare and who supplies them with security and legitimacy in a fair way. If the governor is a despot, he makes its citizens to obey him by force. In such a state, since the citizens don?t have any happiness and welfare, they will look for a new emperor.The despotic administrations of the governors at Ancient Greek States made the philosophers think about these issues more and more in time in order to develop new ruling systems. The main problem at this age was to find out the best legitimate government types which will also get the support of its citizens. During the Seljuk Empire, the philosophers and statesmen, some of whom were admired by the Greek Philosophers, wrote some books which gave directions to the state and also limited their existing ruling governments and they called these books as ?Siyasetname?.The Great Sultan of the Seljuk Empire had to share his power with the Commanders and Buyukler, even though the Seljuk Empire tried to supply and secure its legitimacy with the cant phrase that ?the Empire was given to the Great Sultan by the God?. The groups who shared the power within the government made a lot of efforts in order to get consent of the citizens. Nizamulmulk offered that the governor should refer to the consent of the citizens before taking important decisions which said that ?When the pray of the citizens for the goodness becomes constant, the territory becomes long-lasting? and ?Territory doesn?t survive with abuse, and it also doesn?t survive with cruelty?.
