Özet
Türkiye çeşitlilik gösteren doğal güzellikleri ve zengin tarihi kalıntılarıyla önemli bir turizmpotansiyeline sahiptir Uluslar arası düzenlenen festivaller ve fuarlar da ülkemizdeki turizmçeşitliliğini diğer ülke ve kültürlere sunmakta çok etkili rol oynamakta, diğer yanda da dışticaret gelirleri içinde turizm gelirinin yapmış olduğu katkı şüphe götürmeden kabuledilmektedir. Dış ticaret gelirimizin yaklaşık % 15-20'si turizmden sağlanmaktadır. Turizmülkemiz için dış pazarlarda rekabet gücü en yüksek sektörlerden biridir.Bu bağlamda ülkemizin turistik bölgelerinde görev yapan güvenlik güçlerinin etik kurallarınıalgılama ve uygulama biçimlerinin araştırılması da bu önlemlerden bir isi olabilir. Ziraturistler ülkemize ağırlıklı olarak havayolu ile gelmektedirler ve havalimanlarında pasaportişlemleri ya da olası bir güvenlik sorunu karşısında devleti temsil eden güvenlik güçleripolisler ile temas kurmaktadırlar Dolayısı ile akıllarda oluşacak ilk ?Türk insanı? profilineolumlu veya olumsuz şekil vermek gibi hassas bir noktada görev yapan bu kesimin ?etik?kavramı hakkındaki bilinç düzeyleri ve uygulamada ki yaklaşımları hassas bir konudur.Ortaya çıkabilecek eksik ve yanlış anlaşılmaları en aza indirgemek amacıyla ülkemiz veinsanımız prestijini negatif yönde etkileyen unsurları tespit ederek, bunların giderilmesi içinçözüm önerileri oluşturmanın, ülke ekonomisi açısından turizme önemli katkı sağlayacağıaçıktır.Etik, genel olarak insan tutum ve davranışlarının iyi-doğru, ya da kötü-yanlış yöndendeğerlendirilmesi olarak açıklanır. Meslek etiği ise, belirli bir meslek grubunun, mesleğeilişkin olarak oluşturup koruduğu, meslek üyelerine emreden, onları doğru şekildedavranmaya zorlayan, kişisel eğilimlerini sınırlayan, yetersiz ve ilkesiz üyeleri meslektendışlayan, meslek içi rekabeti düzenleyen ve hizmet ideallerini korumayı amaçlayan meslekiilkeler bütünü olarak tanımlanmaktadır.Bu çalışmada ülkemize hava yolu ile önemli sayıda girişin gerçekleştiği merkezlerdenİstanbul ve Antalya havalimanlarında görevli güvenlik güçlerinin araştırma kapsamınaalınmasını, bir bakıma veri toplanmasını kolaylaştıracak ve turistlerle karşılaşma sıklıklarıdikkate alındığında çalışma için önemli bir dayanak oluşturabilecektir.Bu araştırmanın temel amacı, Antalya ve İstanbul Havalimanı örneği ile turizm bölgelerindegörev yapan polislerin meslek etiği kavramını algılama ve uygulama biçimlerinin incelemek,bununla ilgili var olan sorunları tespit etmek ve buna ilişkin çözüm önerileri geliştirmektir.Araştırma kapsamında bulunan polis memurlarının; cinsiyetleri, eğitim düzeyleri, polislikmesleğindeki hizmet yılları ve mesleki eğitime başlamadan önce yaşadıkları yerleşim yerleri,mesleki sorumluluk ve mesleki profesyonellik bilincine sahip olmak, örnek kişi olmak, insanilişkileri ve eleştirilere açık olmak, eşitlik ve adalet, dürüstlük ve doğruluk meslek etiğiilkelerini benimsemelerine ilişkin görüşleri arasında anlamlı bir farklılık olup, olmadığı ile buetik ilkelerin her birine ilişkin görüşlerinin nasıl olduğu sorularına yanıt aranmıştır.Araştırmada betimsel tarama (survey) modeli kullanılmıştır. Araştırmaya katılan polismemurlarının görüşlerine başvurulmuş, bunun için bir anket geliştirilmiştir. Yapılanaraştırmalar ve literatür taraması sonucunda hazırlanan anket formu, İstanbul ve AntalyaHavaalanı Emniyet Şube Müdürlükleri'nde çalışan 128 erkek, 26 bayan, toplam 154 polismemuruna uygulanmıştır. Anketten elde edilen veriler SPSS for Windows 10.0 paketprogramı ile analiz edilmiştir. Yapılan analiz sonuçlarında, İstanbul ve Antalya HavaalanıEmniyet Şube Müdürlükleri'nde görev yapan ve araştırma kapsamında bulunan polismemurlarının mesleki etik ilkelerini ?katılıyorum? düzeylerinde benimsemekle beraber,bazen bu ilkeleri ihlal edebildikleri anlaşılmıştır.

Turkey owns with its variety of natural beauties and rich historical ruins an important touristicpotential. International festivals and exhibitions offer an effective opportunity to present thevariety of tourism of our country to other countries and cultures, on the other side within theforeign trade incomes the tourism income is worth mentioning. Approximately 15-20 % of theforeign trade income is obtained by tourism income. For our country tourism is one of the sectorswith the highest competitive strength.Therefore by taking precautions for increasing the resistance of the tourism sector; a strongstructure has to be obtainded in order to get withstand in periods of crisis, to create its ownsources and make autocontrol. Therefore studying the perceiving forms and applications of ethicsof the official security guards in touristic areas could be a usefull precaution. Because the touristscoming in our country are using mostly airways and at the airport during pasport controls orprobable security problems they are obliged to confront with the police, representing the state.Therefore these police officers are working at a very sensitive point forming the first ?TurkishPeople ? image positively or negatively, and it is a sensitive matter how these police officers arein relation with the ?Ethics? concept. So in order to minimize appearing lacks andmisunderstandings it will be usefull to figure out the components wich influence our country andour people negatively, no doubt propositions for solving them will be very usefull for the economyof the country especially for the sector of tourismEthics, appreciation of good or bad, evil or wrong attitude and behaviour of human. Professionethics describes a special profession group, the forming and protecting related to the profession,ordering to the members of the profession, obliging them to behave in the right manner,restricting personal tendencies,excluding unsufficient and unintent members from profession, organizing the competition withinthe profession and protecting the ideals of duty, all those are called the ideals of profession.The choise for the study are the airports in the metropolis İstanbul which is visited mostly bytourists and the Mediterranean cost city Antalya where the most tourists are coming because theresults of such an objective and productive study will be a criterion for all the airports in Turkey.The main aim of this study with the example of İstanbul and Antalya is to figure out theperceiving and forms of application of ethics of the official security guards in touristic areas, tofind out problems and to develop solution propositions. Therefore answers for the questionsbelow are searched;Police officers within this study; Their sex, their education level, serving period in the professionof police and their settlement places before starting professional education, having responsibilityof profession and the conscious of professionality, beeing a model person, having goodrelationship to people and endure critisism, accepting equality and justice, honesty and truth asthe ideals of profession, if there is a main difference between this perceives and how the opinionis about each of this ethics ideals, answers to this questions were searched.For this study the survey model was used. The opinions of the police officers were questionedtherefore a public survey was developed. The prepared survey according to the results of the donestudies and research of literature, was applicated to 128 male and 26 female police officers of theİstanbul and Antalya airport police stations. The results of the survey was analysed with theWindows 10.0 packet program. The results of the analyse showed that the police officers of theİstanbul and Antalya airport police stations ?accept? the ethics of profession but sometimesviolate this ideals.
