Özet
Bu tezin amacı, ücret politikasını oluşturan faktörlerin Türkiye açısından incelenmesidir. Türkiye'de ücret politikasını belirleyen faktörlerin analizi tezin kapsamını belirlemektedir.Tez genel olarak dört bölümden oluşmaktadır. Birinci bölümde ücret sistemi oluşmadan önceki işgücünün durumu, ücretin doğuşu ve yaygınlaşması, ücret çeşitleri, ücret teorileri ve ücretin saptanma yöntemleri açıklanmıştır. İkinci bölümde ücret politikasının tanımı yapılmış, amaç ve çeşitleri ile gelişmişlik düzeylerine göre ülkelerde uygulanan ücret politikaları açıklanmıştır. Üçüncü bölümde ise Türkiye'de ücret politikalarına yön veren dinamikler; kalkınma planları, sözleşmeli personel çalıştırılmasına ilişkin esaslar, kamu görevlilerinin maaşlarını düzenleyen yasal düzenlemeler çerçevesinde incelenmiştir. Son bölümde ise zaman serileri, durağanlık testi ve Granger nedensellik testi uygulanarak Türkiye'de uygulanan ücret ve maaş politikalarının analizi yapılmıştır.

The aim of this research is to investigate the factors consitute the wage policy with respect to Turkey.The content of this thesis is the analysis of the factors that determine the wage policies of Turkey.This thesis is generally composed of four section. The main headlines explained ın the first section of the thesis are; the condition of the employers before the wage system arised, the generation and diffusion of wage , types and theories of wages and determination methods of wages.In the second section of thesis ; the definition of wage policy iş made. The aims and types of the wage policies and enforced wage policies in the countries with respect to their development degrees are also explained in this section. In the third section of thesis the dynamcis of the wage policies in Turkey are investigated within the framework of the development plans, guidelines about the employment of contract employees and legal regulations about public employees. Finally analysis of the wage and salary policies of Turkey are made by using time series,Granger causality test and stability test methods.
