SUMMARY Education consists of different activities. Since it covers big proportion of income and employment in developed countries, it has become subsector of service sector which have been increased in importance in international area. In this way, it supports positively both country's economic development and acceleration of this development. In other words, education has main characteristics of just in time production and consumption in economy which is different from elements of supply and demand for economic goods and services. The aim of this study is to find out pruduction and consumption characteristics of education economics and especially the contribution of consumption aspect of education in to a province. In order to study the consumption aspect of education, Atatürk University is handled as an education institution and its effects on creating demand and sustaining it has been worked out. Necessary information for this study is gathered from primary and secondary sources. A literature review of economics journals, texts, reference books and other books and literature which contained information about the various areas in the study was undertaken in order to explain pruduction aspect of education. For analyzing the consumption aspect of education a questionnaire carried out among students and personnels of Atatürk University and accountants of some organizations have been interviewed. Arithmetic means are mainly used for evaluating the questionnaires. Medians are also used because of not computing arithmetic means related to the groupped series. X2 tests "are especially used to analyze personnel migration's reasons. This study consist of two main chapters. In the first chapter, definition of education and its aims and its relationship with economic development are discussed in order to stress that education is both a means and a consequence of economic development (that is production aspect of education). Historical development of Turkish education is also given in this chapter. In the second chapter, consumption aspect of education expenses is discussed. With this purpose; the development of Atatürk University, students and personnel expenditures and financial structure of the universty are studied with respect to their effects on Erzurum province. According to the results of the study, university created a demand over 1 trillion TL by April 1993 in Erzurum. In addition, the migration of the academicians which is the main problem university faced, and their migration reasons are discussed. Atatürk University has played important role in reducing regional unbalance by creating demand. Therefore, it may be suggested that the development of existing potential of Atatürk University should be accelerated by imiementing necessary insentives in order to increase its contribution to the region.
