Özet
Kurumsal bilgi sistemleri, yeni yaklaşımlar, kurumun hizmet verdiği iç ve dış müşterilerin beklentileri ile yasal ve idari yükümlülükler çerçevesinde yapılandırılmak durumundadır. Belge yönetimi programları kurumsal bilgi sistemlerinin temel bileşenleri arasında sayılmaktadır. Belge yönetimi programları geliştirilirken mevcut bilgi ve belge yönetimi uygulamalarını etkileyen kurumsal yapı ve işleyiş, yazılım ve donanım mimarisi, yasal ve idari yükümlülükler göz önünde bulundurulmak durumundadır. Belge yönetimi kapsamında değerlendirilen kurumsal bilgi sistemleri e-devlet uygulamalarının da omurgasını oluşturmaktadır. Çalışmada bu çerçevede belge yönetimi programları ve e-devlete ilişkin literatür incelenmiş, araştırma alanını oluşturan İçişleri Bakanlığında bilgi sistemleri, belge yönetimi uygulamaları ve e-İçişleri sistemi analiz edilmiştir. Ulusal ve uluslararası koşullar, standartlar, idari ve yasal düzenlemeler çerçevesinde geliştirilen anket, İçişleri Bakanlığı Merkez Teşkilatı, 81 ilin valilikleri, bunlara bağlı kaymakamlık teşkilatları ile il özel idarelerine gönderilmiş olan 500 anketten geri dönüş yapılan 491 anket değerlendirmeye alınmıştır. Ayrıca TS 13298 standardı referans alınarak geliştirilen analiz formu çerçevesinde e-İçişleri sistemi değerlendirilmiştir. Elde edilen sonuçlar doğrultusunda ?e-İçişlerinde görev tanımları ve yetkilendirmeler ile farklı yapıdaki içeriklerin bütünleştirilmesine, içeriğin güvenliği ve bütünlüğü bozulmadan uzun süre arşivlenmesine dönük koşulların iyileştirilmesine, ilgili yasal düzenlemelerde elektronik uygulamaların daha net tanımlanmasına, sistemin TS 13298 ile bütünüyle uyumlu olmasına gereksinim vardır. e-İçişleri özellikleri ve kullanımı konusunda kurum içi teknik destek ve hizmet içi eğitim programlarının yapılandırılması gerekmektedir? şeklinde belirlenen hipotez doğrulanmıştır.

Enterprise information systems are to be restructured within the frame of new approaches, the expectations of inner and outer customers to whom the corporations offer service, legal and administrative obligations. Records management programs are included within the basic components of enterprise information systems. While developing records management programs, the enterprise structure and workflow, software and hardware architecture, legal and administrative obligations which influence the current information management applications have to be taken into consideration. Enterprise information systems considered within the scope of records management comprise of the backbone belonging to the e-government applications. Accordingly, the records management programs and literature related to e-government are examined within this study and information systems, records management applications and e-İçişleri systems which comprise of the research field are analyzed. The survey is developed in accordance with national and international conditions, standards, legal and administrative arrangements. 500 surveys are sent to the Ministry of Internal Affairs, Central Organization, governorships of 81 cities, related district governorships and special provincial directorate of administrations; 491 of them are returned and evaluated. e-İçişleri system is analyzed within the frame of analysis form developed by the reference to TS 13298. In accordance with the outcomes of this study, the hypothesis which is determined as ?it is necessary to perform the integration of contents having different structures through mission definitions and authorizations in e-İçişleri , the optimization of conditions related to long term archiving of the contents without damaging their security and unity, more clear definitions of electronic applications for related legal arrangements and for the system to be totally adapted to TS 13298. It is also necessary to restructure the in-house technical support and in-service educational programs related to e-İçişleri qualifications and their usage? has been confirmed.
