The objedtives of INSET f ör teachers of English vorking at secondary schools of the government in Turkey, have för years been oriented towards eguipping the teachers with the current developments in the field of foreign language teaching, and with practical as well as practicable teaching methods and tecnnigues. Through the assistance it provides, aims also at motivating the teachers, making them enthusiastic, productive and well-qualified. This fits a concise description of a successful foreign language teacher. it is quite natural that some problems would, inevitably, emerge as INSET Department of the Ministry of National Education struggles to perform such a multifunctional task/this research has been made, thus, to analyse INSET activities carried out so for and to make an assessment of its performance, and to urge, to the arising problems various alternative solutions, which vrould, hopefully, make valuable contributions to the effective and efficient functioning of the INSET activities. Considering the overall objectives of this research, the First Chapter attracts attention to, and describes the present situation of the INSET in general. The second Chapter, in the view of the fact that the English language has been gaining a globally extensive demand, deals with and stresses the changes in the language itself and the relevance of these changes to INSET and to the teachers of116 English themselves; it also indicates that INSET for teachers of English should be given more importance and reinforcement than that of“others. In this context, the plight of the teachers and the ever-changing educational systems, with their effects on the teaching of English, are described herein. ”Ideas and Realities“ which is the title for the Third Chapter, describes INSET in terms of the Ministry, the INSET Department and the trainers. This chapter covers a detailed study of activity reports, types of activities and also expresses the data in graphs, to facilitate whatsoever has been carried out by the units in change, with a comparison between the actuals and the desirables. This is the chapter which puts forward the inefficiencies in INSET. As this study was carried on, it became evident that the Ministry did not maintain all the written records of the activities done within INSET. Hence, a questionnaire was handed out to teachers of English. This, which, proved to be of great assistance in data collection and analysis, has laid down the facts an solid grounds. The last chapter, which is titled ”Solutions and Recommendations" puts forth various alternative routes to the Ministry, the Universities and officials who are directly concerned with INSET for the settlement of the real and potential problems. This research project is, therefore, hoped to play a guiding role in INSET, with its depth and the way it has dealt with the details in the matter.
