Özet
ÖZET Günümüzde, değişen yaşam biçimleri ve ekonomik dengeler, şehirlerin hrzlı bir eskimeyle karşı karşıya kalmalarına sebep olmaktadır. Kullanıcı isteklerinin farklılaşması sonucu eski elverişliliğini yitiren tarihsel yapılar ve oluşturdukları çevre hızla yok olmaktadır. Oysa, gelişen ve değişen dünyada, ülkelerin kent dokusunu ve kültürel geçmişini yansıtan bu alanların tarihi belge olma özelliği vardır. Yüzyıllardır birçok imparatorluk ve krallığa başkentlik yapmış olan Lef koşa kenti, bu sebeple çok büyük bir öneme sahiptir. Ada, Lusignan döneminden başlayarak Venediklilerin, Osmanlıların ve İngilizlerin egemenliği altında yaşamıştır. Özellikle, Lefkoşa suriçi çeşitli kültür katmanlarını bünyesinde barındıran bir şehir olmuştur. Bu tez çalışmasında, genelde Lefkoşa suriçinin, özelde ise Arab Ahmet Mahallesinin taşıdığı sosyal, kültürel ve estetik değerlerin, çağdaş yaşam ve konfor koşulları da dikkate alınarak incelenmesi, kente ve kentin sosyal, kültürel ve ekonomik yaşantısına yeniden katılmasını belirleyen ilkelerin saptanması hedeflenmiştir. Tezin birinci bölümünde öncelikle amacın kapsamına yer verilmiştir. İkinci bölümde, çevre, tarihi çevre ve tarihi çevrede koruma kavramları üzerinde durulmuş; bu konudaki sorunlar, yaklaşımlar ve bu alandaki örnek çalışmalar incelenmiştir.Üçüncü bölümde, çevre değerleri açısından korunarak geliştirilmesi gereken bir bölge olarak Lefkoşa ve Arab Ahmet bölgesinin tarihi ve çevresel gelişimi ele alınmış ve bölgenin güncel sorunları irdelenmiştir. Lefkoşa suriçi ile ilgili sosyal, kültürel ve ekonomik kriterlerin ele alındığı dördüncü bölümde ise, bölgeye ait arazi kullanımları, ulaşım sorunları ve yeşil alanlarla ilgili analitik incelemeler yapılmış, öneriler sunulmuştur. Beşinci bölümde ise, öncelikli proje alanı olarak Arab Ahmet Mahallesi morfolojik, mekansal ve mimari yönden ele alınmıştır. Arab Ahmet Mahallesi ile ilgili tasarlama ilkelerinin belirlendiği altıncı ve son bölümde ise, bölgede yeni kullanımlara ait önerilerde bulunulmuş ve bu doğrultuda bir kentsel tasarım çalışması tezin sonunda ek olarak verilmiştir. v -

SUMMARY AN ANALYTICAL STUDY OF REHABILITATION MADE FOR THE HISTORICAL TOWNSCAPE OF NICOSIA AND AN ATTEMPT OF A PILOT STUDY FOR THE ARAB AHMET NEIGHBOURHOOD The conservation of the built environment and of the cultural heritage has become particularly important within most of the countries of the world, where the physical and social landscape has undergone rapid changes in recent decades. The impact of the physical surrounding on our lives has never been so overwhelming as in our day. The change in the lifestyle, needs and human occupation have introduced new dimensions to the environmental considerations, so that, existing human, social and environmental values are replaced by new values. In this process of upheaval, protection of the old and historical legacy of the cities acquires utmost importance. Attempts at preserving and evaluating the historical environment have gone to various stages. In the past, the issue was taken as one of cultural and a matter of preserving the cultural legacy. Today, however, it is agreed that, beyond its cultural aspects, the issue has social and economic dimensions as well. Within the historical process, development and the traditional make up of cities, reflect the cultural evolution of the communities. So, the protection and evaluation of historical settings has become the subject of the current interest. Nicosia as the capital of Cyprus, is undergoing such a social and cultural change. The city which in the course of history had served as the capital of four great empires, possesses a rich culture of legacy. Considering the housing of various cultures and civilisations in its boundaries over the centuries, the problem of preserving its ancient monuments and historical sites becomes even more important. Cyprus has an ancient history within the Mediterranean context from the Lusignan period to the British Imperialism. The quality of environment expressed in the use of material, shapes, proportions and street patterns reflects this historical background. - vi -Nicosia walled city has an urbanscape which can be defined as Eastern Mediterranean and is based on three components: Medieval Western, 19th century East Mediterranean and Anatolian all embraced in an atmosphere of dry and hot climate, provincial dimensions and colour of local material. After the war in 1974, the city was divided into two territories by the Buffer Zone between the Turks and the Greeks. People from the rural areas emigrating to the walled city carried their way of life and culture to their new settlements. The ground floors of the housing located in historic wall city have been changed to small workshops engaged in small scale production and manufacturing under primitive conditions while upper floors have been used as“Pansiyon”for semiskilled or unskilled labours. Within the life of such a problem, this study deals with the difficulties of integrating such an ancient and historical site with the developing historical and cultural values of the district on one hand and providing developing services and utilities required by a modern city on the other hand. The first chapter presents the aims and the limits of the study. The second chapter deals with the preservation of the natural and the historical environment of the objectives of conservation policies. The object to be conserved may be conceived as buildings, sites, any object having historical, cultural, religious, artistic significance and may range from a vase to a whole town. Preservation and conservation varies according to the character of the problem such as: Protection Restoration Modernisation Reconstruction Reconstitution Reproduction Conservation of the character of the environment by specifying and enforcing the module, the scale, the building materials of new developments. VI iDuring the 1960 's and afterwards, conservation and preservation issues were debated in international forms and the concept of“active conservation”, involving the conservation of the towns not solely on the basis of their historical and visual values but, rather it involved the revitalisation of these areas by injecting new economical activities. In chapter two, six examples for that kind of conservation and integration approches have been presented as being Southern Nicosia of Cyprus, Antalya and Safranbolu of Turkey, Mostar of Yugoslavia, Fez of Morocco and Sidi Bou Said of Tunisia. Chapter three constitutes a historical survey of Nicosia and Arab Ahmet Quarter which are taken as examples of environments to be protected because of their historical and natural importance and values. History of the said district which is mentioned in this thesis is based on written sources. At the end of the chapter, historical and current environmental issues with their ecological, social and architectural dimensions are discussed. Chapter four deals with the analytical survey of the“Nicosia Master Plan Report”which includes the problems of the walled city such as,-. Land use. Traffic and transportation. Landscape and open spaces Land use: Shopping streets in Nicosia Central Business District area form a continuous web of activity with varying degrees of standard and speciality stretching from the north, through the walled city to the southern boundary of the CBD. With very few exceptions, this entire network requires a massive environmental upgrading both architecturally and with regard to pedestrian assessibility. In the city centre, there are several purely residential areas of relatively low density as well as high density apartment blocks dispersed throughout the commercial areas. This relatively high residential component tempts to decrease as the commercial function increasingly infiltrates the area. For this reason, its is considered desirable to maintain, improve and increase the residential use in the area. Traffic and transportation: A number of traffic and transportation problems have been identified in the central area of Nicosia. The main issues and problems are the following: - VI 11Poor pedestrian facilities Low public transport ridership Increasing private car ownership Limited car parking facilities Worsening traffic flow conditions Poor state of certain roads The policy objectives with regard to the above problems have three basic elements. First, as a maximum traffic capacities of the existing road network have not yet been reached, improvement to the condition of pedestrian and car traffic will concentrate on traffic management policies and schemes allowing rational use of the existing road infrastructure. Second, major emphasis will be given to the provision of car parking facilities and, third, restrain of the use of the private car, while public transport will be encouraged to play a greater role in the Central Area through improvements existing and provision of additional facilities. Landscape and Open Spaces: Generally, in Nicosia, there is a lack of green open spaces and inadequacy of facilities for outdoor recreational activities and leisure. This problem is even more serious in the north. Large public green areas are sparse and are located mainly at the periphery of the city. In the light of these problems, some proposals have been made about the improvements of the walled city at the end of the chapter four. In chapter five, the natural and physical characteristics of the Arab Ahmet Quarter and its social structure is examined. The morphological and architectural findings, original designs, layouts, plans and photographs are presented at the end of the chapter. An evaluation is made on the location and the functional characteristics of the Arab Ahmet Quarter within the boundaries of Nicosia to develop principles which would govern the protection and at the same time modes of new employment. In chapter six, according to the data obtained in the course of the analytical survey, recommendations concerning the development and reconstruction of the diztrict, as an area with unique properties have been made. New modes of employment foreseen for the existing land and buildings and principles of planning are approached from the macro (The City) as well as micro (Land and Buildings) levels. IX -In chapter six, a section of conclusion and a summary 3f recommendations concerning the development, rehabilitation and reconstruction of the district as an area vith unique and characteristic values are proposed. 1/500 scale plans and layouts for protection, development and evaluation are given at the end of the :hapter. x
