Europeans have long claimed their values and practices are universally valid. ForEurope's interlocutors, this claim?along with the historical experience and enduringmemory of subordination to Europe?is a source of deep ambivalence. Ambivalence ismanifest in a simultaneous will to engage and resist European values and practices.Nowhere is this dynamic as evident as in Turkish-European relations.The thesis explores Turkish perceptions of European universalism to understand howpatterns of engagement and resistance unfolded over time, and why engagement orresistance prevails any given time. It does so by developing a novel analytical frameworkat the interstices of Turkish and European Studies and International Relations. The twotieredframework enables us to examine the interface between Turkish perceptions ofEuropean universalism per se, and the domestic contest over which of those visionsshould prevail from the Ottoman period to the present.Part I examines Ottoman and Turkish perceptions to show that by the late twentiethcenturyfour political families?Kemalists, Islamists, liberals, and right-wingnationalists?had become the prime contenders in the battle over Europe. In so doing, thethesis also aims to reframe our understanding of a Turkish scene too often?andmisleadingly?portrayed as a binary battleground between a secularist centre and Islamistperiphery.Part II focuses on Turkish perceptions of `EU-niversalism? from 1999 to 2007. Usinga rich corpus of primary sources?including in-depth interviews with thirty-sixpoliticians and public intellectuals?it reconstructs six debates over basic rights andfreedoms. The aim is to pinpoint why Kemalists, Islamists, liberals, and right-wingnationalists opt for engagement or resistance at any given time. The thesis shows thatTurks of all persuasions are likely to resist European injunctions when double-standardsare thought to be at play. But the substantive reasons for the perception of doublestandardsdiffer across and within camps.
